A special meeting of the City Council was held on Saturday, January 28, 2012, at 9:00 a.m. in the Council Chambers in City Hall.  Mayor Donker presided.

Jon Lynch, City Manager, reviewed local demographic trends and the community economic profile.


Assistant City Manager for Financial Services David Keenan provided an overview of the City’s finances, including expenditure estimates and revenue projections, as well as fiscal challenges likely to be faced during FY2012-13.


Scott Walker, Executive Director of Midland Tomorrow, reviewed a draft policy for consideration of industrial facilities tax abatements.  He also updated Council on current economic development incentives.


Brian McManus, City Engineer, provided a status report regarding street maintenance costs and the role played by the county-wide road millage.  He discussed plans of the Midland County Road Commission to pursue renewal and enhancement of the road millage.


City Manager Lynch gave a presentation outlining results of the National Citizens Survey conducted in Midland during August of 2011. 


Paula Whittington, Assistant City Manager for Human Resources, illustrated for Council the City’s transparency center on the website.  She also provided updates on compliance efforts pertaining to the Michigan Economic Vitality Incentive Program.


Council discussed the following three City Council goals; 1.  Ensure economic sustainability, 2.  Provide outstanding quality of life via excellent services and amenities, and 3.  Provide effective stewardship of community resources.  Council directed the City Manager to address in preparation of the FY 2012-13 budget no general operations millage increase, sustained public safety services, increased emphasis on streets maintenance, and increasing fund balance if at all possible.
