OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

Regular meeting of the City Council was held Monday, January 12, 1998. Mayor Black presided with all Councilmen present.

Presented the Bette R. Tollar Civic Commitment Award posthumously to Dr. Herbert H. Dow, founder of The Dow Chemical Company, in recognition of his early contributions to the beautification of Midland.

Accepted the Fourth Estate Award and a United States flag from the American Legion.

Recognized H. Grant Helms, a Midland Firefighter, upon his retirement after nearly twenty-six years of service.

Recognized Ellen King upon her retirement from the Grace A. Dow Memorial Library after twenty years of service.

Recognized Gilbert Stiner, a Midland Firefighter, upon his retirement after twenty four years of service.

Proclaimed the month of January, 1998 as Volunteer Blood Donor Month in Midland.

Heard presentation promoting MCTV's fourth annual "live" blood drive.

Received and filed in the City Clerk's Office and the Grace A. Dow Memorial Library the updated Master Plan for Jack Barstow Airport and scheduled a public hearing for January 26, 1998, at 7:30 p.m. on the Master Plan.

Heard presentation on Operation Life Safety, a program of the International Association of Fire Chiefs, acknowledging the work of the Midland Fire Department in helping keep the community free from fire deaths during 1996.

Heard presentation concerning the use and effectiveness of the Automatic External Defibrillators placed in service in March, 1997.

Heard presentation on House Rental Inspection Bill.

Heard presentation on updated City of Midland Master Plan.

Held a public hearing and accepted the Local Law Enforcement Block Grant and placed the funds into the Law Enforcement Block Grant Trust Fund.

Held a first reading of an amendment to the proposed ordinance amending Chapter 24 Article III and IV and adding Article V to the Traffic Code.

Held first reading of an amendment to the proposed ordinance amending Chapter 21 - Rates, Charges & Fees, by adding Article VIII - Parking Violations and Penalty Schedule.

Accepted and ordered recorded a corrected warranty deed from Big Timber Partnership for property needed to construct the Dow Fabricated Products Roadway.

Approved annexation of property owned by The Dow Chemical Company in Midland Township through the joint resolution process. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None Abstained: Tysse)

Approved annexation of property owned by the City of Midland in Midland Township by unilateral action, for the purpose of constructing a roadway.

Accepted and ordered recorded documents from owners on Isabella Street for the Isabella Street Sanitary Sewer and Water Main Improvement projects.

Accepted gift from Bob Kareus for the relocation of a public sanitary sewer running west from Dykman Street for the construction of a new house; accepted easements for the new sewer location and approved a purchase order to Pat's Gradall Service in the amount of $12,961.00 for the sewer relocation.

Rejected all bids received for the house at 3610 West Wackerly Street and approved the waiving of competitive bids for the future sale of the property.

Approved an increase not to exceed $61,000 in permitted expenditures for materials and contracted services and waived competitive bids for the future sale of a residential house project at 3614 West Wackerly Street.

Authorized initiation of the process to refinance the 1992 Saginaw-Midland Municipal Water Supply Corporation Bonds.

Authorized the purchase of six police patrol vehicles from Midland Ford-Mercury for a total cost of $119,478.00.

Made the following Traffic Control Orders permanent:

P-97-10 Prohibits parking on Midfield Lane between Joseph Drive and the Service Road.

P-97-11 Prohibits parking on the north side of Ellsworth Street between Cronkright Street and Ashman Street.

P-97-12 Prohibits parking on the north side of the Service Road from Midfield Lane to 300 feet west.

P-97-13 Prohibits stopping, standing, and parking on the east side of Siebert Street from Dilloway to 100 feet north.

P-97-14 Prohibits stopping, standing, and parking on the north side of Dilloway Drive from Nakoma Drive to Siebert Street.

P-97-15 Prohibits parking on the south side of Wexford Street near Tibbs Street.

P-97-16 Establish a three hour weekday parking limit for the Pere Marquette Rail Trail Parking Lot near Dublin Avenue.

R-97-08 Establish a maximum speed limit of 45 m.p.h. on Wackerly Road between Stark Road and Dublin Avenue.

Set a public hearing for February 16, 1998, at 7:30 p.m. to hear comments on priorities and goals for the City of Midland's 1998-99 budget.

Set the annual compensation of $55,000 for the City Attorney, Patti Halm. (Yeas: Black, Coppage, Tysse, Wazbinski Nays: Moolenaar)

Set the annual compensation of $95,000 for the City Manager, Karl S. Tomion. (Yeas: Black, Coppage, Tysse, Wazbinski Nays: Moolenaar)

Approved a resolution calling for a closed session to discuss specific pending litigation. (Roll Call Vote: Yeas: Black, Coppage, Moolenaar, Tysse, Wazbinski Nays: None)
