MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, November 23, 1998. Mayor Black presided with all Councilmen present.
Heard presentation from Midland County Chapter of M.A.D.D. to kick off the Red Ribbon Campaign.
Presented the Bette R. Tollar Civic Commitment Award to the United Way of Midland and the Voluntary Action Center of Midland County.
Received and filed the Comprehensive Annual Financial Report for the year ended June 30, 1998.
Approved the City of Midland Investment Policy.
Received and filed a status report on SESAC sanitary and storm sewer recommendations.
Received petitions for public improvements and referred to the Engineering Department for consideration of inclusion in the 1999 Construction Program.
Denied request to refer installation of the Nelson Street pumping station to the Engineering Department for consideration of inclusion in the 1999 Construction Program. This project will be considered for construction under the sanitary and storm sewer proposal.
Denied request to refer Phase I of the Sensible Sewer Program to the Engineering Department for consideration of inclusion in the 1999 Construction Program. Council will consider the Phase I - Sensible Sewer Program proposal along with other proposals at a special meeting to be held on December 14, 1998, at 7:00 p.m.
Accepted resignation of Jeffrey Sopcak from the Planning Commission.
Granted permission to the Midland Redcoats to host softball events in May of 1999 and June of 2000 and pledged City support.
Approved the final plat of Hearthstone Estates No. 2.
Approved extension of time to complete sidewalk in Riverbend Subdivision, Scenic Woods Subdivision and Sterling Park Estates No. 8.
Approved resolution to cause the completion of sidewalk in Wintergreen Estates No. 11 by May 31, 1999.
Authorized purchase order to Blasy Electric for re-lighting common area at Washington Woods at a cost of $18,330.
Waived the requirement for sealed proposals and authorized the purchase of electronic on-line services from Information Access Company of San Francisco for the 1998/99 fiscal year at a cost not to exceed $33,000.
Authorized the Grace A. Dow Memorial Library to purchase services from White Pine Library Cooperative for the 1998/99 fiscal year at a cost not to exceed $27,000.
Granted permission to the Saginaw Valley Orchid Society to place directional signs in the public right of way for the Orchid Show on November 28-29, 1998.
Set a public hearing for December 21, 1998, at 7:30 p.m. to receive comments on Zoning Petition No. 436.
Set a public hearing for December 21, 1998, at 7:30 p.m. to receive comments on Zoning Text Amendment No. 134A.
