OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday,
February 9, 1998. Mayor Black presided.
Councilmen present: R. Drummond Black, John Moolenaar, John Tysse, Marty Wazbinski
Councilmen absent: John Coppage (excused)
Recognized Larry L. Smith upon his retirement from the
Dial-A-Ride Transportation System with nearly seventeen years of service.
Proclaimed February 21, 1998 as "Walk for Warmth
Day" in Midland.
Appointed the following additional members to the Cable Franchise Committee:
Daniel McCarty as a representative from the public.
Douglas Fillmore as a representative from the educational community.
John E. Duso as the City administrative staff
representative.
Accepted and ordered filed the amended 1998-99 Construction
Priorities List.
Approved annexation of property on the east side of
Sturgeon Avenue north of Letts Road from Larkin Township through the joint resolution
process.
Approved Site Plan No. 163 - Montessori School at 5709
Eastman Avenue conditioned upon proper signage to indicate one inbound and one outbound
driveway.
Supported list of projects in the Continuum of Care Plan
for Midland County.
Authorized execution of a contract with Great Lakes
Contracting Enterprises, Inc. in the amount of $27,997.50 for the installation of a
sanitary sewer from the Midland Armory to the existing sewers at the Midland County
Fairgrounds.
Accepted gift of $12,000 from the Friends of the Grace A.
Dow Memorial Library and set a public hearing for February 23, 1998, at 7:30 p.m. on
amending the 1997-98 Library Fund budget.
Set a public hearing for February 23, 1998, at 7:30 p.m. to hear comments on the amendment
to the resolution of necessity and the special assessment
roll for the 1996 Sidewalk Improvement Program.
Approved resolution calling for a closed session for Council to consult with its attorney regarding pending litigation in accord with Section 8(e) of Public Act 267 of the Public Acts of the State of Michigan of 1976.
