OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday,
February 23, 1998. Mayor Black presided with all Councilmen present.
Proclaimed the month of March, 1998 as "American Red
Cross Month in Midland".
Recognized Russell Scott Gugino upon his retirement as
Landfill Superintendent after twenty years of service to the City of Midland.
Recognized James L. Hall upon his retirement from the Fire
Department after nearly twenty-four years of service.
Recognized Joseph Schneider upon his selection by the
Midland Exchange Club as the 1997 Esther & Carl Gerstacker Police Officer of the Year.
Approved the application from Cabot Corporation for an
Industrial Facilities Exemption Certificate.
Amended the 1997-98 Library Fund Budget.
Amended the resolution of necessity and the special
assessment roll for the 1996 Sidewalk Improvement Program.
Gave first reading to ordinances amending fees for
recreational programs.
Approved appropriation of $22,000 to assist in paying
rental costs of the Midland Civic Arena for the World Horseshoe Tournament. (Yeas: Black,
Coppage, Tysse, Wazbinski Nays: Moolenaar)
Authorized and directed City Administration to proceed with
a process to request a third public access station from Bresnan Communication.
Presented resolution to eliminate the 1% tax administration
fee as a source of revenue in the proposed City of Midland budget for the 1998-99 fiscal
year. (MOTION DENIED. Yeas: Moolenaar Nays: Black, Coppage, Tysse, Wazbinski)
Directed City Administration to seek an alternative site
for the Midland RC Modelers Club. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None
Abstained: Tysse)
Approved a resolution regarding Continuing Disclosure
Undertaking related to issuance of Saginaw-Midland Municipal Water Supply Corporation
Refunding Revenue Bonds, Series 1998.
Accepted and authorized the recording of a deed, easement
and donation agreement from The Dow Chemical Company for the purpose of constructing and
maintaining the Dow Fabricated Products Roadway. (Yeas: Black, Coppage, Moolenaar,
Wazbinski Nays: None Abstained: Tysse)
Accepted and authorized the recording of an easement from
Timothy and Jennifer Kaminski for the purpose of constructing and maintaining the Dow
Fabricated Products Roadway.
Accepted and authorized the recording of easement
agreements for the Isabella Street Sanitary Sewer and Water Main Improvement projects.
Authorized City Manager to execute contracts of $20,000 or
less with the Michigan Department of Transportation for passenger transportation related
services for the State fiscal year 1999.
Made the following traffic control orders permanent:
P-97-18 Prohibits parking on the south side of Dartmouth from Jefferson Avenue to 150 feet east.
R-97-09 Maximum speed limit of 35 m.p.h. established for
Sugnet Road between Orchard Drive and Main Street.
Authorized execution of a contract with Terry Construction,
Inc. for the 1998 Surface Treatment Program in the amount of $163,220.15.
Approved agreement with Midland Economic Development
Council for economic development services for the fiscal year 1997-98.
Authorized entering into a listing agreement with the
Farbman Group to provide services that would present an offer to purchase the Kroger
Building.
Authorized the purchase of two John Deere F935 72"
rotary mowers from Bader Bros., Inc. of Birch Run, Michigan at a total cost of $13,807
Authorized the purchase of two administrative cars from
Berger Chevrolet of Grand Rapids, Michigan for a total cost of $22,504.
Authorized purchase of a 3/4 ton and two one-ton pickups
from Martin Chevrolet of Saginaw, Michigan for a total cost of $60,528 and one 3/4 ton
window van and one 3/4 ton cargo van from Red Holman Pontiac-GMC of Westland, Michigan for
a total cost of $32,282.
Set a public hearing for March 23, 1998, at 7:30 p.m. to
receive comments on Zoning Petition No. 430 - property on the north side of North Saginaw
Road west of Dublin Avenue.
Set a public hearing for March 23, 1998, at 7:30 p.m. to receive comments on Zoning Petition No. 432 - southeast corner of Bayliss Street and Lyon Road.
