Regular meeting of the City Council was held Monday, May 11, 1998. Mayor Black presided with all Councilmen present.

Heard comments from citizens interested in serving on Boards and Commissions.

Held a public hearing on the 1998-99 City of Midland Proposed Budget.

Held a public hearing on the necessity of a downtown economic revitalization program and directed the City Assessor to prepare a special assessment roll on the revitalization program.

Accepted the special assessment roll for the "1998 Downtown Economic Revitalization Public Improvement Special Assessment District" and set a public hearing on the special assessment roll for June 8, 1998.

Held a public hearing and approved the 1998-99 Community Development Block Grant Budget.

Recommended approval of the request to transfer ownership of the 1997 Class C Licensed Business at 2600 N. Saginaw Road - Bamboo Garden. (Yeas: Coppage, Moolenaar, Tysse, Wazbinski Nays: None Abstained: Black)

Accepted a warranty deed for property on Fisher Road.

Accepted right of way deeds for Chippewa Lane and Smith Street.

Authorized transfer of $71,000 from the 1997-98 General Fund Reserve for Contingencies to the appropriation for tax roll adjustments.

Approved payment to Miller, Canfield, Paddock & Stone in the amount of $100,000 for contracted legal services related to the Bay City Road Interchange Project.

Approved a resolution requesting assistance from the Michigan Municipal League Defense Fund in the "Laser Color" lawsuit.

Authorized execution of an agreement with the Midland Mall Marketing Fund, Inc. allowing Police and Fire Departments to participate in "Safety Days" at the mall.

Authorized execution of an agreement with Midland Mall Marketing Fund, Inc. for a Beautification Advisory Committee Poster Exhibit at the Midland Mall.

Waived bids and authorized purchase of a new "Green Machine" vacuum-type sweeper at a cost of $25,000 from Bell Equipment of Lake Orion.

Authorized execution of an agreement with the Midland Community Center to manage Central Park Pool for the 1998 season.

Approved purchase of an industrial tractor at a cost of $53,245 from Saginaw Ford Tractor, Inc. of Saginaw, Michigan.

Approved the purchase of a heavy duty tandem truck with dump body at a cost of $66,805.07 from Wieland Sales, Inc. of Bay City, Michigan.

Approved a request to conduct the 5th Annual Artwalk in Downtown Midland beginning May 29, 1998 through August 28, 1998.

Set a public hearing for June 8, 1998, at 7:30 p.m. to amend the 1997-98 General Fund Budget to recognize additional revenue from the tax administration fee.
