MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, May 18, 1998. Mayor Black presided with all Councilmen present.
Recognized Lewis E. Bauder, Jr. upon his retirement from the Utilities Department after thirty-one years of service.
Proclaimed the week of May 16-22, 1998, as Safe Boating Week in Midland.
Proclaimed May 17-23, 1998, as the start of Make Midland Beautiful 1998.
Proclaimed June 6, 1998, as Trail Day in Midland.
Held a public hearing and determined the necessity of sidewalks for the 1998 Sidewalk Improvement Program. (Yeas: Black, Coppage, Tysse, Wazbinski Nays: Moolenaar)
Held a public hearing and approved Zoning Text Amendment No. 132A.
Adopted the 1998-99 budgets of the various City funds, set a 1998 total millage rate of 11.60 mills, set the 1998 Downtown Development Authority millage rate of 2.00 mills, authorized imposition of a one percent tax administration fee and a four percent late penalty collection fee and restricted the use of property tax revenues resulting from said 2.49 mill tax appeal contingency levy.

Approved T-Hangar Lease Agreements for Building 11-A at Barstow Airport.
Approved Land Lease Agreement for Barstow Airport Hangar Site "Hangar COMM-12".
Authorized the execution of a revised agreement for the ownership and operation of the MBS International Airport.
Approved reimbursement to Wal-Mart for a sanitary sewer extension and oversizing of the sewer and water main.
Approved annexation of property on the east side of Dublin Road north of Airport Road from Larkin Township through the joint resolution process.
Gave tentative and final approval to the Preliminary Plat of Sterling Park Subdivision No. 10.
Granted an easement for The Dow Chemical Company. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None Abstained: Tysse)
Referred request to consider the vacation of property on the northeast corner of Washington and East Haley Streets.
Recommended approval of the license for a foster group home at 1520 West Carpenter Street.
Authorized execution of a contract with Great Lakes Contracting Enterprises, Inc. for the "1998 Isabella Sanitary Sewers and Water Mains; Contract No. 1" in the amount of $817,522.00.
