MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, June 22, 1998. Mayor Black presided with all Councilmen present.
Recognized Terry Pruitt upon being named winner of the Second National Bank Community Service Award, the Dr. Martin Luther King, Jr. Recognition Award for Community Service, and the Dow Corning Houghton Award for Community Service.
Recognized Eileen and Hugh Starks upon being named the winners of the Mawby Award at the Fifth Annual Community Service Award dinner.
Recognized Garrett Russell upon being named a first place winner of the Governors Award for Community Service.
Congratulated the Midland Foundation on its twenty-fifth anniversary.
Held a public hearing and approved an amendment to the 1997-98 Major Street Maintenance Fund budget.
Held a second reading and approved amendments to Sections 21-31, 21-40, and 22-41 and adopted Section 21-27 increasing various permit fees.
Held a second reading and approved an ordinance amending Chapter 21 increasing fees for the inspection of sanitary and storm sewer connections.
Held a first reading of an ordinance amending Sections 21-43(b)(6) increasing fees for inspection of sanitary and storm sewer connections.
Held a second reading and approved an amendment to the City of Midland Filtered Water Rate Ordinance.
Held a second reading and approved an amendment to the City of Midland Sewer Ordinance.
Held a first reading of ordinances to amend Chapter 2, Article XIII of the Code of Ordinances to provide a Payment in Lieu of Taxes for Grove Street Commons I and II.
Approved wording for the standard T-hangar lease agreement at Barstow Airport and authorized the City Manager to execute future standard T-hangar lease agreements.
Approved the levy of taxes for the July 1998 tax roll.
Approved negotiated contract between the City and EAP Coordinator Lona McLuckie.
Authorized execution of a contract for the "1998 US-10BR/M-20 Joint Repair; Contract No. 22" to Kelcris Corporation of Williamston, MI for an amount of $229,465.
Set a public hearing for July 13, 1998, at 7:30 p.m. for the acceptance of the special assessment roll for the "1998 Sidewalk Improvement Special Assessment District".
Set a public hearing for July 20, 1998, at 7:30 p.m. to hear comments on the request to close the south end of Woodlawn Street.
Set a public hearing for July 20, 1998, at 7:30 p.m. to hear comments on a request to allow access to the north side of West Wheeler Street west of the Jefferson Avenue intersection.
Set a public hearing for July 13, 1998, at 7:30 p.m. to hear comments on Zoning Petition No. 433 - rezoning 2.23 acres on the north side of Eastlawn Drive west of Abbott Road from Business A to Residential B.
Set a public hearing for July 13, 1998, at 7:30 p.m. to hear comments on Zoning Text Amendment No. 130A.

Approved request of the Sierra Club to set up a lemonade stand in the public right of way on July 5, 1998.
