MIDLAND CITY COUNCIL

Regular meeting of the City Council was held Monday, July 20, 1998. Mayor Black presided with all Councilmen present.

Held a public hearing and denied the request to close the south end of Woodlawn Street at its intersection with North Saginaw Road. (Vote for closure - Yeas: Coppage, Wazbinski Nays: Black, Moolenaar, Tysse)

Held a public hearing and denied a request to allow access to the north side of West Wheeler Street west of the intersection of Jefferson Avenue. (Vote to approve request - Yeas: None Nays: Black, Coppage, Moolenaar, Tysse, Wazbinski)

Held a public hearing and approved the applications from The Dow Chemical Company and Dow Agrosciences for Industrial Facilities Exemption Certificates. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None Abstained: Tysse)

Held a public hearing and approved the five year Master Plan for Parks and Recreation.

Held a second reading and approved an ordinance amending the Code of Ordinances by adding a new Division 4 - Police & Fire Retirement System of Article III, Chapter 2.

Postponed action on resolution determining the necessity for the 1998 Frantz Drive Water Main Project until August 10, 1998.

Postponed action on the acceptance of the special assessment roll for the "1998 Frantz Drive Water Main Improvement Special Assessment District" until August 10, 1998.

Approved a resolution determining the necessity for the 1998 Sandow Area Water Main Improvement Project.

Accepted the special assessment roll for the "1998 Sandow Area Water Main Improvement Special Assessment District" and set a public hearing on the roll for August 10, 1998, at 7:30 p.m.

Approved Site Plan No. 172 for a McDonald’s Restaurant on the west side of Waldo Avenue north of Bay City Road.

Rejected bids for a Landfill Cell 14 Riser Vault Building and Site Modifications.

Approved the bid from Johnston Contracting, Inc. for a sum not to exceed $121,697 for the retrofit of the south riser piping subbase support and the completion of the north portion of the leachate collection system at the landfill.

Authorized a purchase order for professional services for the closure of Cells 1-13 at the Midland Landfill from Radian International, LLC, in an amount not to exceed $279,000. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None Abstained: Tysse)

Authorized a purchase order for environmental services to Radian International, LLC, in an amount not to exceed $151,500. (Yeas: Black, Coppage, Moolenaar, Wazbinski Nays: None Abstained: Tysse)

Waived competitive bids and approved the purchase of materials and processing services from Brodart, Inc. in an amount not to exceed $450,000.

Approved the purchase of wide area network hardware and personal computer hardware and software from various vendors for an amount not to exceed $48,475.

Authorized the execution of a contract with Sugar Construction, Inc. for "1998 Sidewalk Improvement Program; Contract No. 17", in the amount of $54,740.

Approved purchase of one aerial lift truck from Dueco, Inc. in the of $97,529.

Approved issuance of a purchase order in the amount of $44,300 to B & D Lawn Sprinkler Service, Inc. of Rhodes, Michigan for softball field irrigation systems.

Awarded the "1998 Sidewalk Replacement Program; Contract No. 23", to Sova and Sons Contracting in the amount of $89,577.50.

Referred a petition for sanitary sewers on Waldo Avenue to the City Manager for a report.

Set a public hearing of necessity for August 10, 1998, at 7:30 p.m. for the "1998 Waldo Avenue Sanitary Sewer Improvement".

Referred a petition for water mains on Waldo Avenue to the City Manager for a report.

Set a public hearing of necessity for August 10, 1998, at 7:30 p.m. for the "1998 Waldo Avenue Water Main Improvement".

Approved a request from Anne M. Garza to sell ice cream on public right of way.
