MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, September 14, 1998. Mayor Black presided with all Councilmen present.
Proclaimed September 25, 1998 as The March Day in Midland.
Held a second reading and approved an ordinance requiring the disconnection of downspouts, roofing drains, yard drains, driveway drains, truck dock and parking lot drains from the sanitary sewer system.
Held first reading of an ordinance to amend Sections 28-110.2, 28-111(a) and 28-111(c2) of Chapter 28, Article III, Division 1 requiring the disconnection of downspouts, roofing drains, yard drains, truck dock and parking lot drains from the sanitary sewer system.
Approved resolution requesting Representative James McNutt and Senator Bill Schuette to introduce legislation allowing municipalities to use public funds to finance improvements on private property.
City Council endorsed the Clean Michigan Initiative to be placed on the November 3, 1998 ballot.
Accepted an easement from the Community Church of the Nazarene.
Approved annexation of property within the US-10 right-of-way in Larkin, Homer, and Lincoln Townships, through the joint resolution process.
Approved annexation of property north of Solomon Road and east of Sandow Road from Homer Township, through the joint resolution process.
Approved the annexation of property on the west side of Vance Road north of Pomranky Road from Homer Township, through the joint resolution process.
Accepted transfer of jurisdiction of certain county roads within the City of Midland to the jurisdiction of the City of Midland.
Authorized execution of the Final Plat of Hillside Subdivision on behalf of the City, as proprietor.
Supported the Downtown Development Authoritys entry into the Great American Main Street Award competition.
Made Traffic Control Order P-98-05 permanent - prohibiting parking in the 10 foot wide City easement adjacent to Hintz Park.
Rejected all bids received for the Landfill Office and Maintenance Building.
Accepted gift of funds to pay for parking improvements in the Ashman Circle Area.
Authorized execution of a contract with Johnston Contracting, Inc. in the amount of $47,568.25 for the "1998 Parking Lot Improvements, Contract No. 18".
Approved purchase of 3 used rear loading refuse trucks from Trucks and Parts of Ohio, of New Paris, Ohio in the amount of $116,400 and authorized the sale of 3 surplus refuse trucks.
Awarded reroofing of the Municipal Service Center to Bri-Car Roofing and Sheet Metal of Midland, Michigan in the amount of $164,703.
Authorized execution of a contract with J. Pomranky, Inc. in the amount of $100,428.75 for the "1998 Waldo Avenue Sanitary Sewer & Water Main; Contract No. 15".
Authorized issuance of a purchase order to Valley Carpet of Bay City, Michigan to furnish and install replacement carpet and tile at Washington Woods at a cost of $24,905.
Authorized issuance of a purchase order to Pyramid Paving Company of Saginaw, Michigan to provide labor and materials to re-surface the main parking lot of Washington Woods in the amount of $28,801.75.
Authorized issuance of a purchase order to O.W.T. Construction Company for the Landfill Combination Gas Vent / Leachate Collection Well Installation at a cost not to exceed $33,165.
Authorized payment to Plante and Moran, L.L.P. for professional services related to examination of Dow Corning Corporation personal property tax returns.
Approved payment of the 1998 installment for the Schade Tile Drain #764 at an approximate cost of $11,100.
Set a public hearing for September 28, 1998, at 7:30 p.m. on a request for a special use permit for The Caregiving Network, 212 West Grove Street.
Set a public hearing for September 28, 1998, at 7:30 p.m. on amending the 1997-98 General Fund budget.
Set a public hearing for September 28, 1998, at 7:30 p.m. on the proposal to amend the 1998-99 City budgets and financial working plans to provide funding for June 30, 1998 encumbrances.
Set a public hearing for September 28, 1998, at 7:30 p.m. on an amendment to the 1998-99 Local Street Maintenance Fund budget.
