Received a report on the Borrow-A-Container Program.

Held a public hearing and approved Zoning Petition No. 437 - rezone property on the southeast corner of Vail and Cambridge Streets from Residential A-1 to Residential A-4.

Held a first reading on an amendment that would waive the certification fee for newly constructed rental housing units that have received a certificate of occupancy.

Received and filed a report on the 1998 Sanitary Sewer and Storm Sewer Maintenance Program.

Appointed Tom McCann to the Planning Commission to fill the unexpired term of Jeffrey Sopcak to expire June 30, 2000.

Appointed Reigh Gunderson as an alternate member to the Zoning Board of Appeals to fill the unexpired term of Daniel Kane to expire June 30, 1999.

Authorized transfer of control of Tele-Communications Company, Inc. (TCI), a co-owner of Bresnan Communications Company Limited Partnership, to AT & T Corporation.

Postponed action on the acceptance of a grant from the Michigan Bureau of Aeronautics.

Authorized City Manager to contact appropriate agencies and legislators to explore options available related to the funding of future capital improvements at Barstow Airport.

Authorized City Manager to execute contracts of $20,000 or less between the City of Midland and the Michigan Department of Transportation, Passenger Transportation Division (DART).

Approved Michigan Department of Transportation Contract No. 98-5491 for purchase and installation of regulatory and warning signs at two railroad crossings.

Authorized administration to notify Larkin Township of the City’s concerns for rezoning of lands in Larkin Township within the Midland Urban Growth Area. (Yeas: Coppage, Moolenaar, Tysse, Wazbinski Nays: None Abstained: Black)

Made the following Traffic Control Orders permanent:

R-98-03 Established a speed limit of 35 m.p.h. on Sandow Road between Isabella Road and the northerly City limits.

R-98-04 Established a speed limit of 35 m.p.h. on Perrine Road between Airport Road and the northerly City limits.

R-98-05 Right turn on red movements be prohibited from N. Saginaw Road to Orchard Drive.

S-98-05 Walsh Street shall yield to Colorado Street.

Waived competitive bids and authorized the purchase of six replacement police patrol vehicles under the State of Michigan contract price from Jorgensen Ford in the amount of $121,410.

Set a public hearing for January 25, 1999 at 7:00 p.m. to receive public comments regarding the activation of the third access channel.

Authorized issuance of payments up to $72,000 to the appropriate property owners for relocation expenses associated with the Bay City Road Interchange.
