MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, January 25, 1999. Mayor Black presided with all Councilmen present.
Proclaimed February 6, 1999, as Walk for Warmth Day in Midland.
Held a discussion on the League of Women Voters letter to the Council.
Directed the City Manager to prepare the necessary ordinance amendments that will activate a third access channel and designate the usage of the three access channels.
Held a second reading and approved an ordinance amendment to Chapter 12, Housing Code, Section 12-158, to waive the certification fee for newly constructed rental housing units that have received a certificate of occupancy.
Held a first reading of an amendment to Section 21-43 of the Code of Ordinances which eliminates fees for connection to storm sewer for individuals separating their footing drains or downspouts.
Received and ordered filed the progress report on the removal of downspouts and roof drains from the sanitary sewer system.
Received and ordered filed the report on the site grading proposal and cost estimates for a typical household.
Tentatively approved a preliminary plat for City Forest Estates.
Made the following traffic control orders permanent:
D-98-01 Establishing electronic signal control at the intersection of Saginaw Road and Drake/Wellness Streets.
R-98-06 Establishing a speed limit of 35 m.p.h. on Diamond Drive between Jefferson Avenue and Midfield Lane.
Authorized the transfer of $51,000 to Sanitary Sewer Repair Activity Account.
Authorized execution of an agreement with Hubbell, Roth and Clark for professional services not to exceed $79,140 for completion of the Phase III Study of the sanitary and storm water collection systems.
Authorized issuance of a purchase order to Radian International for professional services not to exceed $24,070 for quality control, testing, certification and reporting to the Department of Environmental Quality relating to the installation of twelve leachate extraction wells.
Set a public hearing for February 8, 1999, at 7:00 p.m. on an amendment to the resolution of necessity and the special assessment roll for the 1997 Sidewalk Improvement Program.
Set a public hearing for February 8, 1999, at 7:00 p.m. on an amendment to the resolution of necessity and the special assessment roll for the 1998 Sidewalk Improvement Program.
Set a public hearing for February 8, 1999, at 7:00 p.m. on the proposal to amend the 1998-99 General Fund budget to increase expenditures for Tax Appeals Defense Costs.
