MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, February 8, 1999. Mayor Black presided with all Councilmen present.
Presented a Proclamation of Recognition to Honorable Judge Henry Hart for the Legal Milestone honor he will receive from the State Bar Association for his accomplishments with the No Passing Sign campaign.
Held a public hearing and amended the 1998-99 General Fund budget to increase expenditures for defense costs for The Dow Chemical Company and the Dow Corning Corporation assessment appeals.
Held a public hearing and authorized payment in the amount of $910,725 to Miller, Canfield, Paddock & Stone for contracted legal services relating to the Citys defense in Dow Cornings and Dow Chemicals appeal to the Michigan Tax Tribunal.
Held a public hearing and authorized payment of $2,824,196 to Max Derbes & Associates and Baker & OBrien for appraisal services in connection with the defense of the Dow Corning Corporation and The Dow Chemical Company assessment appeals.
Held a public hearing and adopted budget priorities for the 1999-2000 fiscal year.
Received a report from the City Attorney on Bolt vs City of Lansing regarding the recent Michigan Supreme Court decision on the City of Lansings "storm water service charge".
Held a public hearing and amended the special assessment roll for the 1997 Sidewalk Improvement Program.
Held a public hearing and amended the special assessment roll for the 1998 Sidewalk Improvement Program.
Held a second reading and adopted an amendment to Section 21-43 of the Code of Ordinances which would eliminate fees for connection to storm sewer for individuals separating their footing drains or downspouts.
Accepted the amended 1999-2000 Construction Projects Priorities List.
Received and filed the 1999 Annual Sidewalk Report.
Approved assignment of Land Lease for Hangar Site 04A.
Approved execution of a Land Lease Agreement for Hangar Site 2E.
Approved increased expenditure from $42,500 to $58,500 to Plante and Moran, LLP, for services in connection with the examination of personal property tax returns and records of Dow Corning Corporation.
Approved change order in the amount of $176,510 to The Cadre Corporation.
Re-elected Karl S. Tomion and Herbert D. Doan to serve four-year terms as commissioners of the City and County of Midland Joint Building Authority.
Approved purchase of a truck panel body and air compressor and accessories for Water Distribution from Automotive Service Company of Jackson, Michigan for a price of $22,383.88.
Approved the purchase agreement for the sale of a house at 3610 West Wackerly Street.
