Regular meeting of the City Council was held Monday, February 22, 1999. Mayor Black presided with all Councilmen present.

Held first reading of an amendment to the Code of Ordinances to establish the third access channel and to define the use of the three channels.
Held first reading of an amendment to Section 28-110.2 requiring that a storm sewer or permeable yard area be available prior to the issuance of an order to disconnect downspouts, roof drains, yard drains, truck docks or parking lot drains.
Reported on the job performance review and adjusted annual compensation for the City Attorney, Patricia Halm.
Reported on the job performance review and adjusted annual compensation for the City Manger, Karl S. Tomion.
Approved Change Order to J.R. Heinemann & Sons, Inc. contract for construction of landfill maintenance building in the amount of $22,154.56.
Authorized sale of city equipment numbers 3-01 and 3-02 for $7465 each to Trucks and Parts of Ohio.
Awarded contract for lighting the Northwood University baseball field to Blasy Electric of Midland and accepted the Midland Foundations pledge to donate funds to the City of Midland to fund the lighting project.
Authorized purchase order to Bell Equipment Company of Lake Orion, Michigan in the amount of $63,660 after trade-ins, for one new street sweeper and rejected all bids for the sale of light equipment.
Rejected all bids submitted by local vendors for cars, pickups and vans.
Authorized purchase of an administration car, pickups and vans for a total of $142,294 through Oakland Countys Cooperative Purchasing Program.
Set a public hearing for March 22, 1999, at 7:00 p.m. to hear comments on the consideration of rezoning .6 acres on the northeast corner of Bay City Road and Waldo Avenue from Residential A-4 to Business B-2.
Set a public hearing for March 8, 1999, at 7:00 p.m. to hear comments on the consideration of an amendment to the Community Development Block Grant Budget.
Directed that a letter opposing Senate Bill 102 be drafted and sent to the Michigan Municipal League.
