Regular meeting of the City Council was held Monday, March 8, 1999. Mayor Black presided with all Councilmen present.
Proclaimed March 18, 1999 as Absolutely Incredible Kid Day in Midland.
Proclaimed March, 1999 as American Red Cross Month in Midland.
Held a public hearing and approved an amendment to the 1998-99 Community Development Block Grant budget.
Held a second reading and approved an amendment to Section 15-130 and 15-132 in regards to the establishment of a third cable station and to define the use of the three channels.
Held a second reading and approved an amendment to Section 28-110.2 of the City of Midland Sewer Ordinance.
Held first reading of an ordinance amendment to Article III, Chapter 21, to reflect changes in fees and formats of the City of Midland Library Fees Ordinance.
Held first reading of ordinance amending fees for recreation programs.
Referred the matter of the replacement of windows without a Certificate of Appropriateness back to the West Main Street Historic District Commission for further discussion with the property owner.
Directed the City Manager to prepare a report on the 1999 Sidewalk Improvement Program.
Approved a request to add space and to change the DBA of a Class C Liquor License from Italian Oven to Bennigans.
Received and filed reports on the Annual Review of Class C, D and Resort Liquor Licenses.,
Accepted five new streets into the City of Midland Local Street System as required by the Michigan Department of Transportation.
Named Karl S. Tomion, City Manager, as Transportation Coordinator and stated the Citys intentions to apply for Federal and State Financial Assistance for the Dial-A-Ride System.
Gave final approval to the Preliminary Plat of City Forest Estates.
Waived competitive bids and approved purchase of two Henry Pratt Ball Valves and Operators from Peterson and Matz, Inc. of Farmington Hills at a price not to exceed $29,365.
Authorized purchase of one Gang Mower from Spartan Distributors, Inc. of Sparta, Michigan in the amount of $61,923.
Set a public hearing of necessity on March 22, 1999, at 7:00 p.m. to receive comments on the Wexford Avenue Improvement project.
Set a public hearing on March 22, 1999, at 7:00 p.m. on a request from Design Craftsmen, Inc. for two industrial facilities exemption certificates relating to new facilities within the Expanded Design Craftsmen, Inc. Industrial Development District No. 1.
Set a public hearing on April 12, 1999, at 7:00 p.m. to receive comments on Zoning Petition No. 439 to rezone property north of N. Saginaw Road and west of Hedgewood Drive from Business B-2 to Office-Service 2.
Set a public hearing on April 12, 1999, at 7:00 p.m. to receive comments on Zoning Text Amendment No. 135A, to amend Article XXXI--SIGNS, Section 31.9(d), Permitted Temporary Signs.
