MIDLAND CITY COUNCIL

 

Regular meeting of the City Council was held Monday, April 26, 1999. Mayor Black presided.

 

Councilmen present: R. Drummond Black, John Moolenaar, John Tysse, Marty Wazbinski

Councilmen absent: John Coppage (excused)

 

Held the first public hearing on the City Manager’s Proposed 1999-2000 Budget.

Held a public hearing and approved the proposed 1999-2000 Community Development Block Grant Budget.

Postponed action on the final reading of Stormwater Runoff Regulation and Control Ordinance Amendments until May 10, 1999.

Approved request to waive policy on subordination of a Community Development Block Grant Housing Rehabilitation Loan upon the refinancing of the first mortgage.

Directed the City Manager to prepare the necessary notices and related actions for the purpose of establishing a Local Development Finance Authority and a Brownfield Redevelopment Authority.

Accepted gift from the Midland Foundation for construction of a skatepark and awarded construction contract to Gerace Construction.

Approved amendment to the resolution adopted by City Council on February 8, 1999, that authorized certain amendments to the 1997 Sidewalk Special Assessment Roll.

Received and filed the 1998 Annual Report form the Saginaw/Midland Municipal Water Supply Corporation.

Approved the proposed Saginaw/Midland Municipal Water Supply Corporation budget for Capital Improvement and Emergency Repair Fund.

Authorized purchase of snow and ice control salt for the 1999-2000 winter season through the State of Michigan Extended Purchasing Program.

Authorized execution of a contract with Pat’s Gradall Service, Inc. in the amount of $134,445.60 for the "1999 Intersection Improvements; Contract No. 2".

Approved the hiring of Ayres Associates for professional surveying services associated with the closure of cells 9-13 at the City of Midland Landfill in an amount not to exceed $30,000.

Waived competitive bids and authorized rental of one John Deere tractor for a period not to exceed 6 months from Heritage Equipment at the rate of $8,500 per month.

Set a public hearing for May 17, 1999, at 7:00 p.m. to consider Zoning Petition No. 440 - zoning property in the Sandow Road area.

Set a public hearing for May 17, 1999, at 7:00 p.m. to consider Zoning Petition No. 441 - zoning property on the southwest corner of Vance and Penrod Roads.

Set a public hearing for May 17, 1999, at 7:00 p.m. to consider Zoning Petition No. 442 - zoning property on the east side of Dublin Avenue north of Airport Road.

Set a public hearing of necessity for May 10, 1999, at 7:00 p.m. to receive comments on the 1999 Downtown Economic Revitalization Public Improvement Special Assessment District.
