Proclaimed May 16-23, 1999 as Aquatic Week in Midland.

Heard a report on a semi-annual update of the City Safety Program.

Held a public hearing on the City Manager’s Proposed 1999-2000 Budget.

Held a public hearing of necessity and approved the necessity of the "1999 Downtown Economic Revitalization Public Improvement Special Assessment District".

Accepted the special assessment roll for the "1999 Downtown Economic Revitalization Public Improvement Special Assessment District" and set a public hearing on the special assessment roll for June 7, 1999, at 7:00 p.m.

Postponed action on final reading of proposed ordinance amendments to Chapter 21 and 34 until May 17, 1999.

Held a first reading of an ordinance amendment to Chapter 29, Stormwater Runoff Regulation and Control.

Received presentation on the proposed water service agreement between the City of Midland and Midland Township.

Approved the special assessment roll for the "1999 Wexford Avenue Improvement Special Assessment District".

Approved execution of a contract with Sova & Sons Contracting in the amount of $24,792.50 for the "1999 Wexford Street Improvement; Contract No. 7".

Approved a contract with the Bureau of Aeronautics for the replacement of the fuel system at Barstow Airport.

Granted approval to the request from MidMichigan Medical Center to allow signage to remain in the public right-of-way at Saginaw Road and Wellness Drive and Orchard Drive.

Made permanent Traffic Control Order S-99-01 establishing that Scenic Drive shall stop of Woodview Pass.

Authorized execution of an agreement with the Midland Mall Marketing Fund, Inc. for a Beautification Advisory Committee Poster Exhibit at Midland Mall.

Accepted bid of Valley Asphalt Company and Midland Contracting Company for annual purchases of bituminous materials.

Accepted bid of Allied Concrete Products, Inc. and named Fisher Sand & Gravel as the alternate vendor for annual purchase of concrete.

Accepted the bids of Fisher Sand & Gravel and Briggs Contracting for the annual supply of road gravel, crushed limestone and recycled concrete pavement.

Accepted bid of Chippewa Contracting, Inc. of Saginaw, Michigan for annual purchase of sand.

Approved the request of Rae Deane & Layne Dorion family to sell "Novelty Bars" on the public right-of-way.
