OFFICIAL SYNOPSIS
MIDLAND CITY COUNCIL

Regular meeting of the City Council was held Monday, July 12, 1999. Mayor Black presided with all Councilmen present.

Received and ordered filed the Phase 3 Study of the City of Midland’s Sanitary and Storm Sewer Systems and set a public hearing on the Phase 3 Study for July 26, 1999, at 7:00 p.m.

Held a public hearing and approved the special assessment roll for the "1999 Sidewalk Improvement Special Assessment District".

Authorized execution of a contract with Sova & Sons Contracting, Inc. for the "1999 Sidewalk Improvement Program; Contract No. 17", in the amount of $17,582.

Held a public hearing and gave first reading to amended Zoning Text Amendment No. 136A. (Yeas: Black, Coppage, Tysse, Wazbinski Nays: Moolenaar)

Referred the issue of addressing controlling fence height between the required front setback and the front of the building to the Planning Commission for review and recommendations.

Held a public hearing on an Industrial Facilities Exemption Certificate application from Industrial Controls, Inc. Approved a request from Industrial Controls, Inc. to withdraw their application for an Industrial Facilities Exemption Certificate.

Held a public hearing on an Industrial Facilities Exemption Certificate application from Mason-Loomis Industrial Electric, Inc. Approved a request from Mason-Loomis Industrial Electric, Inc. to withdraw their application for an Industrial Facilities Exemption Certificate.

Held first reading of an amendment to the West Main Street Historic District Ordinance.

Postponed action on the request to vacate Eastman Avenue from the corner of Ripley and Ellsworth Streets to the corner of Larkin and Jerome Streets until notified by petitioner to proceed with the vacation request.

Authorized specific employees of the City of Midland to represent the City in the small claims division of the district court.

Approved the 1999 contract with the Bureau of Aeronautics for the replacement of the fuel system at Barstow Airport.

Approved Site Plan No. 181 - Quick and Reliable Printing.

Made the following Traffic Control Orders permanent:

P-99-03 Rescinds two hour parking restriction on Ashman Circle between Jefferson Avenue and Saginaw Road.

P-99-04 Prohibits parking on the northwest side of Fournie Street between Pine Street and Carpenter Street.

Authorized execution of a contract with Pyramid Paving Company in the amount of $368,271.15 for the "1999 Major Street Reconstruction; Contract No. 4".

Authorized execution of a contract with Sova & Sons Contracting, Inc. in the amount of $45,690.55 for the "1999 Nelson Street Storm Sewer; Contract No. 13".

Authorized execution of a contract with Sova & Sons Contracting, Inc. in the amount of $232,450 for the "1999 Sidewalk Replacement Program; Contract No. 22".

Authorized purchase of one truck hoist from Kessler’s Equipment Company, Inc. of Saginaw, Michigan in the amount of $29,492.62.

Awarded sand hauling contract to Doc Heinz Contracting at a rate of $3.21 per yard.

Waived competitive bids and authorized buy-out of a CAT 950F Loader at a cost of $83,933.90 from Michigan CAT.

Set a public hearing of necessity for July 26, 1999, at 7:00 p.m. on the 1999 Huntley, Laughton and Welch Water Main Improvement.

Set a public hearing of necessity for July 26, 1999, at 7:00 p.m. for the 1999 Isabella Sanitary Sewer Improvement.

Set a public hearing for July 26, 1999, at 7:00 p.m. on the proposed amendment to the 1998-99 Water Fund Budget.
