MIDLAND CITY COUNCIL
Regular meeting of the City Council was held Monday, September 23, 1999. Mayor Black presided.
Councilmen present: Drummond Black, John Coppage, John Moolenaar, Marty Wazbinski
Councilmen absent: John Tysse (excused)
Proclaimed the month of October, 1999 as Roller Skating Month in Midland.
Rejected the preliminary plat of Foxfire Subdivision No.1.
Appointed Robert Martelli, P.E. as hearings officer over the findings of fact and issuance of an order regarding the restoration or demolition of a structure located at 6318 West Wackerly Street.
Postponed action on Site Plan No. 184, Homestead Estates, on the east side of Foster Road north of east Wheeler Street until October 4, 1999.
Approved a loan from the special assessment fund of $150,000 to the Midland Housing fund until December 31, 2000, for the construction of CHOICE homes.
Approved purchase of vacant land on Bradley Road at a cost of $10,748.
Approved an agreement with the Midland Economic Development Council for economic development services through June 30, 1999, at a cost not to exceed $85,000. (Yeas: Coppage, Moolenaar, Wazbinski Nays: None Abstained: Black)
Approved revolving loan fund guidelines to be administered by the Midland Economic Development Council. (Yeas: Coppage, Moolenaar, Wazbinski Nays: None Abstained: Black)
Approved the extension of time for the completion of sidewalk within Stone Ridge North to July 15, 2002, with exceptions.
Approved extension of time for completing sidewalk in Woodview Pass No. 4 to October 15, 2000.
Authorized execution of certain documents and accepting certain documents pursuant to settlement reached in lawsuit known as John A. Rapanos v City of Midland.
Authorized an agreement with Dixon Engineering and Inspection Services to prepare project specifications for repainting the Plymouth Road Storage Tank.
Approved a request from the Midland Downtown Business Association to conduct a Pumpkin Festival on October 28, 1999.
Authorized purchase of stone channel lining material from Warack Trucking of Saginaw, Michigan in the amount of $26,862.50.
Authorized execution of a contract with Sova & Sons Contracting, Inc. for the "1999 Moorland Forcemain Sewer; Contract No. 20", in the amount of $28,656.
Set a public hearing on October 18, 1999, at 7:00 p.m. to consider Zoning Petition No. 447 rezoning property on the east side of Jefferson Avenue north of East Chapel Lane.
Set a public hearing on October 18, 1999, at 7:00 p.m. to consider Zoning Petition No. 448 rezoning property on the northerly side of Hidden Stone Court.
Set a public hearing on October 4, 1999, at 7:00 p.m. on Budget Amendments for June 30, 1999 encumbrances.
Set a public hearing on October 4, 1999, at 7:00 p.m. on a request from Midland Mold and Machining, Inc. for an industrial facilities exemption certificate.
Set a public hearing on October 4, 1999, at 7:00 p.m. on a request from The Dow Chemical Company for four industrial facilities exemption certificates.
