OFFICIAL SYNOPSIS City Council Meeting 10-04-99

Regular meeting of the City Council was held Monday, October 4, 1999. Mayor Black presided with all Councilmen present.

Received and filed summary report of comments received regarding the Phase 3 proposal to improve Midland’s Sewer System.

Reviewed draft survey on Hubbell, Roth and Clark’s July 1999 proposal to improve Midland’s Sanitary Sewer System.

Received introduction of "Get Caught" campaign for promoting employee safety.

Proclaimed October 3 – 9, 1999 as Fire Prevention Week in Midland.

Proclaimed October 22 – 24, 1999 as Society of Manufacturing Engineering Days in Midland.

Held a public hearing on and approved the special assessment roll for the "1999 Huntley, Laughton and Welch Water Main Improvement Special Assessment District".

Authorized the execution of a contract with Sova Excavating & Trucking, Inc. of Midland, Michigan, for the "1999 Huntley, Laughton and Welch Water Mains; Contract No. 19", in the amount of $33,460.

Approved amendment to 1999-2000 City budgets and financial working plans to provide for funding of June 30, 1999 encumbrances.

Approved an Industrial Facilities Exemption Certificate application from Midland Mold and Machining.

Approved four Industrial Facilities Exemption Certificate applications from The Dow Chemical Company.

Approved Site Plan No. 184 – Homestead Estates, on the east side of Foster Road north of East Wheeler Street.

Received and filed the first annual Drinking Water Quality Report.

Made the following Traffic Control Orders permanent:

D-99-01 Establishes electronic traffic signal operation at the intersection of Waldo Avenue and James Savage Road.

P-99-06 Prohibits parking on Waldo Avenue from Bay City Road to 250’ south of Patrick Road.

S-99-02 Establishes that West Allen Street shall yield to Noeske Street.

S-99-03 Establishes that Universal Drive shall yield to Hedgewood Drive.

S-99-05 Establishes that eastbound Whispering Oak Drive shall yield to Whispering Oak Circle and Southbound Whispering Oak Drive.

S-99-06 Establishes that Pondview Circle shall yield to Pondview Drive and Copper Ridge Circle.

S-99-07 Establishes that Chippewassee Trail shall stop for Vance Road.

S-99-08 Establishes that the Currie West #21 softball diamond driveway shall stop for Forest Street.

Accepted a financial grant from Target Stores for the purchase of a Time Lapse Video Player.

Accepted Sanitary Sewer Easements for the construction of a new sanitary sewer on Isabella Street.

Authorized the execution of a contract with The Isabella Corporation of Mt. Pleasant, Michigan, for the "1999 Isabella Sanitary Sewer Improvements; Contract No. 12", in the amount of $43,340.

Waived requirement of sealed proposals and authorized the purchase of 13 Mobile Workstations 520 from Motorola, Inc. in an amount not to exceed $103,168.

Authorized purchase order to NTH Consultants, LTD, of Farmington Hills, Michigan for a two year environmental monitoring contract for the Landfill in an amount not to exceed $52,270.

Authorized the execution of a five year lease agreement with Midland Engine of Midland, Michigan for one articulated wheel loader for the Landfill in the amount of $18,629.95 per year.

Set a public hearing for October 18, 1999, at 7:00 p.m. to receive comments on the proposed 1998-99 Water Fund budget amendment.
