A regular meeting of the City Council was held on Monday, December 6, 1999.  Mayor Black presided with all Councilmen present.


Issued a proclamation recognizing former Third Ward Councilman John W. Tysse for his contributions to Midland City Council and the Midland Community.


Received and filed the Report of Findings – Midland Residents’ Views of Sewer Proposals conducted by the Center for Applied Research and Rural Studies.


Held a public hearing and denied Zoning Petition No. 450 – rezoning property on the west side of Waldo Avenue south of Bay City Road from Residential A-4 to Business B-2.  (Yeas:  Moolenaar    Nays:  Black, Coppage, McKeag, Wazbinski)


Adopted an ordinance authorizing the issuance and sale of Revenue Refunding Bonds.


Authorized City Clerk to fix the date for sale of the City’s Water Supply System Refunding Revenue Bonds, Series 2000.


Gave first reading to an amendment to Article XIII, Chapter 2, Section 2-260.4 – Grove Street Commons I.


Gave first reading to an amendment to Article XIII, Chapter 2, Section 2-260.5 – Grove Street Commons II.


Received and filed the Storm Water Phase II report.


Received and filed the November 1998 ballot language concerning the City’s sanitary sewer and storm water proposals.


Presentation of proposed 2000-2001 Budget Preparation Schedule.


Acknowledged receipt of the 1999 Local Officers’ Compensation Commission Determination.


Approved amendment to Policies for Applicants for Residency at Washington Woods and Riverside Place Senior Citizen Housing.


Authorized payment to the appraisal firm of Walsh and Associates, Inc. for an amount not to exceed $50,000 for contracted appraisal services of the Midland Cogeneration Venture.  (Yeas:  Coppage, McKeag, Moolenaar, Wazbinski   Nays:  None   Abstained:  Black)
