A regular meeting of the City Council was held on Monday, February 14, 2000.  Mayor Black presided with all Councilmen present.


Heard presentation on the Sanitary Sewer Ballot Proposal that will be on the February 22nd Ballot.


Held a public hearing and approved an amendment to the 1999-00 Storm Water Management Fund budget.


Gave final approval to the Preliminary Plat of Foxfire Subdivision No. 1.


Made the following Traffic Control Orders permanent:

       P-99-09       Prohibits parking on Ohio Street on school days from 8:00 a.m. to 4:00 p.m.

       P-99-10       Prohibits parking on Kentucky Street on schools days from 8:00 a.m. to 4:00 p.m.

       P-99-11       Prohibits parking on Maryland Street on school days from 8:00 a.m. to 4:00 p.m.

       P-99-13    Restricts parking to a two-hour duration from 7:30 a.m. to 4:00 p.m. between 1112 Airfield Lane and 1404 Airfield Lane during school days.


Received and ordered filed the 2000 Annual Sidewalk Report.


Council expressed its support and endorsement of the “Let Local Votes Count” ballot initiative of Michigan Municipal League.  (Yeas:  Black, Coppage, McKeag, Wazbinski   Nays:  Moolenaar)


Appointed William Phillips as Hearings Officer to conduct a hearing regarding a dangerous building at 309 E. Grove Street.


Named Karl S. Tomion, City Manager, as Transportation Coordinator and stated City’s intention to apply for Federal and State Financial Assistance.


Authorized City Manager as Transportation Coordinator to enter into and execute contracts of $20,000 or less with the Michigan Department of Transportation for passenger transportation related services.


Authorized execution of a Michigan Department of Transportation contract for the construction of an on ramp to westbound US-10 from Eastman Avenue.


Authorized execution of a purchase order to Ayres Associates for surveying services associated with the closure of Cells 1-13 at the Midland City Landfill at a cost not to exceed $45,000.


Awarded the Currie West Municipal Golf Course Expansion and Renovation Contract to M.J.C. Golf, Inc. of Northville, Michigan in the amount of $2,475,001 and authorized an expenditure of up to $114,000 to Consumers Energy for relocating electrical lines.


Approved contract between the City of Midland and Martha S. McKee for services as Interim Library Director of the Grace A. Dow Memorial Library.


Set a public hearing for March 13, 2000, at 7:00 p.m. to hear comments on Zoning Petition No. 453 – rezoning property on the southwest corner of Washington and Cambridge Streets.


Set a public hearing for February 28, 2000, at 7:00 p.m. to hear comments on a request to establish an expanded Tri-City Plastics, Inc. Industrial Development District No. 1.


Heard City Councils report on the job performance review of Karl S. Tomion, City Manager, for the 1999 calendar year.
