A regular meeting of the City Council was held on Monday, March 20, 2000.  Mayor Black presided with all Councilmen present.

Heard presentation by the Midland Soil and Water Conservation District and the Midland County Farm Bureau Board in commemoration of National Agriculture Week.


Held second reading and approved an ordinance amending Chapter 7 of the Electrical Code.


Held second reading and approved ordinances amending fees for the Civic Arena, Golf Course and Swimming Pools.


Held first reading of an ordinance creating the Cable Access Advisory Commission.


Approved, in concept, a request to bury a Time Capsule on City-owned property.


Approved Site Plan No. 188 – the west side of Eastman Avenue north of the fairgrounds entrance and across from the Midland Mall for Applebee’s Neighborhood Grill & Bar.


Approved Site Plan No. 189 – property on the northwest side of Jerome Street between Ellsworth and Buttles Street for a 3,500 square foot gas station/convenience store.


Contingent upon approval from the Election Scheduling Committee set May 16, 2000, as the date to hold a Special Election to fill the Fourth Ward Council vacancy.


Authorized execution of an order approving First Amendment Consent Judgment reducing the City’s monitoring requirements at the City of Midland Landfill.


Authorized execution of a contract with Sova & Sons Contracting, Inc. in the amount of $305,577.50 for reconstruction and resurfacing of Gettysburg and Springfield Streets.


Authorized execution of a contract with George Kountoupes Painting Company of Lincoln Park, Michigan, in the amount of $426,300 for the painting of the Plymouth Park Elevated Water Tower.


Waived competitive bids and authorized the extension of an existing agreement with Heritage Equipment for the rental of equipment at the City of Midland Landfill.


Authorized execution of a contract with MDOT for Section 5311 Operating Assistance for DART.


Set a public hearing for April 10, 2000, at 7:00 p.m. on Zoning Petition No. 454 – zoning property on the west side of Vance Road north of Isabella Street to Residential A-1.
