OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, June 12, 2000.  Mayor Black presided with all Councilmen present.

 

Held a public hearing and approved the name change from Bradley Road to Bradley Court.

 

Held a public hearing and approved the name change of Wyllys Street east of Dawn Drive to East Wyllys Court, and Wyllys Court west of Dartmouth Drive to West Wyllys Court.

 

Held a public hearing and denied Zoning Petition No. 457 – rezoning property on the north side of East Wheeler Street east of Foster Road from Residential B to Business B-2.  (Yeas:  Coppage    Nays:  Black, Currie, McKeag, Wazbinski)

 

Held a public hearing and approved Zoning Petition No. 458 – rezoning property on the west side of Eastman Avenue across from the Midland Mall from Community to Business B-2.

 

Gave first reading to a proposed amendment to sewer rate ordinance.

 

Determined the necessity for the 2000 Sidewalk Improvement Program.

 

Made appointments to various Boards and Commissions.

 

Received and filed a staff report on noise and parking violations.

 

Approved the sale of a remnant parcel of land to Mr. & Mrs. Marc Rooker.

 

Directed the Planning Commission to initiate rezoning and street vacation for the Jerome Street parking lot project and adjacent street changes.

 

Authorized execution of a revised letter of agreement with participating lenders of the C.H.O.I.C.E. Program.

 

Accepted sanitary sewer easement on Bradley Road.

 

Accepted storm sewer easement on Pfeiffer Court to the State Drain.

 

Accepted walkway and utility easements for future walkway north of Highway US-10 from Jefferson Avenue to Cinema Drive.

 

Received and filed the 1999 Annual Drinking Water Quality Report.

 

Approved resolution allowing temporary signs in right of way for MidMichigan Medical Center.

 

Approved project plan for the construction of a 43.5 mg Storage Basin and directed staff to apply for State Revolving Loan Funds.

 

Approved levy of taxes for the July 2000 tax roll.

 

Named access roadway into Barstow Municipal Airport as Barstow Drive.

 

Declared a position on Zoning Board of Appeals as vacant.

 

Accepted conditions of National Pollutant Discharge Elimination Permit.

 

Authorized contract amendment to Jack Barstow Municipal Airport Services Contract dated January 20, 1997.

 

Approved Water Main Special Assessment District refunds for 1996 Green and Tittabawassee River Roads and the 1997 Sandow Area.

 

Approved negotiated contract between the City of Midland and EAP Coordinator Lona McLuckie for a period beginning July 1, 2000 to June 30, 2001.

 

Approved negotiated contract settlement between the City of Midland and the Midland Municipal Supervisory Employees Association.

 

Authorized purchase of various Hurst Hydraulic Rescue Tool components and other accessories from Apollo Fire Equipment Company in the amount of $24,880.

 

Received and filed amendments to the City of Midland’s Land Use Plan.

 

Set a public hearing for July 17, 2000, at 7:00 p.m. on a request to vacate Ox-Bow Drive south of Isabella Street.

 

Set a public hearing for July 17, 2000, at 7:00 p.m. on Zoning Petition No. 456 – zoning property on Joseph Drive east of Jefferson and north of the soccer fields.

 

Set a public hearing for July 17, 2000, at 7:00 p.m. on Zoning Petition No. 459 – rezoning property on the south side of Universal Drive east of Dublin Avenue from Business B-2 to Business B-1.

 

Set a public hearing for June 26, 2000, at 7:00 p.m. on a request for an Industrial Facilities Exemption Certificate from Dow Corning Corporation.  (Yeas:  Black, Coppage, Currie, McKeag    Nays:  None     Abstained:  Wazbinski)

 

Discussed pre-audit meeting scheduled for June 26, 2000, at 6:00 p.m. with auditors Plante & Moran.

 

Approved resolution opposing a new Electric Deregulation Bill.
