MIDLAND CITY COUNCIL
A
regular meeting of the City Council was held on Monday, July 17, 2000. Mayor Black presided with all Councilmen
present.
Held public hearing and approved the vacation of
Ox-Bow Drive south of Isabella Street.
Held public hearing and approved amended Zoning
Petition No. 456 – zoning property on Joseph Drive east of Jefferson and north
of the soccer fields. (Yeas: Black, Currie, McKeag, Wazbinski Nays:
Coppage)
Held public hearing and approved Zoning Petition No.
459 – rezoning property on the south side of Universal Drive east of Dublin
Avenue from Business B-2 to Business B-1.
Held public hearing and accepted the Value
Engineering Report from Rama Rao & Alfred, Inc. on conceptual design
changes to the sanitary sewer improvements.
Held public hearing and directed the City Manager
and City Attorney to negotiate and prepare a lease with the Midland County
Council on Aging for land on the southeast corner of Dublin Avenue and North
Saginaw Road.
Held public hearing and postponed action on Zoning
Petition No. 460 – rezoning property on the east side of Dublin Avenue south of
the Rail-Trail until July 24, 2000 at 7:00 p.m.
Received comments from William A. Johnson regarding
Wastewater pump station and replacement trees.
Accepted Sidewalk Construction Agreements allowing
property owners to construct their own sidewalks in the 2000 Sidewalk
Improvement Program.
Recommended approval of a request from the Midland
Country Club for a new Entertainment Permit to be held in conjunction with
their 1999 Club Licensed Business with Dance Permit.
Approved amendment to the City of Midland Flexible
Spending Account.
Designated a voting delegate and alternate for the
Michigan Municipal League Annual Business Meeting on September 28, 2000.
Approved purchase agreement for sale of C.H.O.I.C.E.
house at 303 Bradley Court.
Approved purchase agreement for sale of C.H.O.I.C.E.
house at 307 Bradley Court.
No action taken on request to waive the requirement
for sidewalk along Airport Road within the plat of Winterberry Place.
Authorized execution of a change order to the
original purchase order to Dixon Engineering and Inspection Services for
Plymouth Elevated Water Tank Painting Consulting in the amount of $2,029.50.
Approved purchase of new Personal Computer hardware
and/or software from the following three vendors:
Innovative
Technologies of Saginaw, Michigan in the amount of $107,315.30
Solutions
Plus, Inc. of Freeland, Michigan in the amount of $8,604.00
Dictating
Machine Service of Saginaw, Michigan in the amount of $6,384.00
Approved purchase order to MidMichigan Urgent Care
Center for Occupational Health Nurse Services in an amount not to exceed
$24,130.
Authorized execution of MDOT Contract No. 2000-0727
for the reconstruction of Taxiway 6-24 at the Barstow Municipal Airport.
Authorized execution of contract with Sova &
Sons Contracting, Inc. of Midland, Michigan for the 2000 Columbia & Linwood
Water Main Replacement and Street Reconstruction; Contract No. 7 in the amount
of $217,380.
Authorized purchase order to Wieland Sales of Bay
City, Michigan for the purchase of two single axle dump trucks in the net
amount of $111,186.52.
Authorized purchase order to Bell Equipment of Lake
Orion, Michigan for the purchase of an articulated 4-wheel drive vehicle in the
net amount of $49,870.
Authorized purchase order to Wieland Sales of Bay
City, Michigan for the purchase of two tandem axle dump trucks in the net
amount of $121,061.30.
Authorized purchase order to Turfgrass, Inc. of
South Lyon, Michigan for the purchase of chemicals, fertilizer and grass seed
for the Currie Municipal Golf Course in the amount of $52,270.80.
Approved extension of Soil Compactor Rental
Agreement with Michigan CAT of Saginaw, Michigan in an amount not to exceed
$5,952 for use at the Sanitary Landfill.
Approved extension of Dozer Rental Agreement with
AIS Rental Corporation of Saginaw, Michigan in an amount not to exceed $19,500
for use at the Sanitary Landfill.
Approved extension of Tractor with Scraper Rental
Agreement with Heritage Equipment of Clare, Michigan in an amount not to exceed
$26,952.21 for use at the Sanitary Landfill.
Set a public hearing of necessity for August 14,
2000, at 7:00 p.m. to receive comments on the 2000 Lee Sanitary Sewer
Improvement project.
Set a public hearing of necessity for August 14,
2000, at 7:00 p.m. to receive comments on the 2000 Lee Water Main Improvement
project.
Set a public hearing of necessity for August 14,
2000, at 7:00 p.m. to receive comments on the 2000 Lee Street Improvement
project.
Set a public hearing of necessity for August 14,
2000, at 7:00 p.m. to receive comments on the 2000 Patrick Sanitary Sewer
Improvement project.

p.m. to consider Zoning Petition No. 461 – rezoning property on the east side
of Kuipers Drive south of Bay City Road from Residential D to Residential B.
