MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, August 14, 2000.  Mayor Black presided.

 

Council members present:

Drummond Black, John Coppage, Hollis McKeag, Mary Currie

Council members absent:

Marty Wazbinski (excused)

 

Held a public hearing and determined the necessity for the 2000 Lee Sanitary Sewer Improvement project.

 

Accepted the special assessment roll for the “2000 Lee Sanitary Sewer Improvement Special Assessment District” and set a public hearing on said roll for August 28, 2000, at 7:00 p.m.

 

Held a public hearing and determined the necessity for the 2000 Lee Water Main Improvement project.

 

Accepted the special assessment roll for the “2000 Lee Water Main Improvement Special Assessment District” and set a public hearing on said roll for August 28, 2000, at 7:00 p.m.

 

Held a public hearing and determined the necessity for the 2000 Lee Street Improvement project.

 

Accepted the special assessment roll for the “2000 Lee Street Improvement Special Assessment District” and set a public hearing on said roll for August 28, 2000, at 7:00 p.m.

 

Held a public hearing and determined the necessity for the 2000 Patrick Sanitary Sewer Improvement project.

 

Accepted the special assessment roll for the “2000 Patrick Sanitary Sewer Improvement Special Assessment District” and set a public hearing on said roll for August 28, 2000, at 7:00 p.m.

 

Held a public hearing and approved the special assessment roll for the “2000 Sidewalk Improvement Special Assessment District”.

 

Authorized execution of contract with Sova & Sons Contracting, Inc. of Midland, Michigan for the “2000 Sidewalk Improvement Program; Contract No. 17”, in the amount of $57,225.

 

Held a public hearing and approved Zoning Petition No. 461 – rezoning property on the east side of Kuipers Drive south of Bay City Road from Residential D to Residential B.

 

Held second reading and adopted an ordinance to amend Chapter 24, Article II (Uniform Traffic Code, Article III (Auto Parking System), Article IV (Parking Violations Bureau) and Article V (Impoundment of Vehicles) of the City of Midland Code of Ordinances.  Printed copies of the law, code, or rule shall be kept in the office of the City Clerk, available for inspection by, and distribution to, the public at all times.

 

Heard staff report regarding request for third sheet of ice at the Midland Civic Arena and directed staff to prepare lease and operating agreements for consideration on August 28, 2000.

 

Authorized execution of lease agreement with Midland County Council on Aging.

 

Accepted the resignation of William Pearsey from the Aviation Advisory Commission.

 

Appointed Stuart Bergstein to the Aviation Advisory Commission for a term to expire                         June 30, 2002.

 

Accepted the resignation of James Young from the Planning Commission.

 

Appointed Daniel Kozakiewicz to the Planning Commission for a term to expire June 30, 2003.      

 

Authorized execution of a Partnership Agreement with Midland Public Schools for a residential and commercial building maintenance joint training project.

 

Appointed Robert Fisher, Fiscal Services Director, as officer delegate and Dennis Morgan, Assistant Director of Human Resources, as alternate officer delegate for the 2000 Municipal Employees Retirement System Annual Meeting.

 

Authorized City Manager to vote for five persons on the Michigan Municipal League Workers’ Compensation Fund Ballot.

 

Authorized the sale of surplus equipment at the annual auction to be held on September 16, 2000.

 

Authorized execution of an easement agreement allowing Consumers Energy to maintain a relocated power line on Currie Golf Course.

 

Amended the accounts receivable roll for July 2000.

 

Authorized execution of the Larkin Street Parking Structure Second Floor Renewal and Amendatory Agreement.

 

Authorized purchase of materials and processing services for the Grace A. Dow Memorial Library from Brodart, Inc. in an amount not to exceed $400,000.

 

Authorized purchase of periodical subscriptions for the Grace A. Dow Memorial Library from EBSCO Information Services in an amount not to exceed $50,000.

 

Authorized purchase of two tilt-cab dump trucks from Martin Chevrolet of Saginaw, Michigan in the net amount of $51,470.

 

Authorized execution of a contract with Dow-Howell-Gilmore for design services for the Currie Golf Course Clubhouse project in an amount not to exceed $77,000.

 

Authorized execution of contract with Clark Highway Services, Inc. of Lake City, Michigan for the “2000 Pavement Marking Program; Contract No. 16”, in the amount of $23,786.

 

Authorized purchase of Brass Water Service Fittings from SLC Meter Service of Waterford, Michigan in the amount of $25,732.76.

 

Authorized payment increase to the appraisal firm of Walsh and Associates, Inc. in connection to the MCV Tax Appeal in an amount not to exceed $100.  (Yeas:  Coppage, Currie, McKeag  Nays:  None   Abstained:  Black)

 

Set a public hearing for September 11, 2000, at 7:00 p.m. on the proposed vacation of Eastman Avenue from the corner of Ripley and Ellsworth to the corner of Larkin and Jerome Streets.

 

Set a public hearing for September 11, 2000, at 7:00 p.m. to consider Zoning Petition No. 462 – rezoning property on the southeast corner of Washington Street and Eastlawn Drive from Office-Service 2 to Business B-2.

 

Set a public hearing for September 11, 2000, at 7:00 p.m. to consider Zoning Petition No. 463 – rezoning property bounded by Eastman Avenue, Larkin Street and Ripley Street from Office-Service 2 to Business B-2.

 

Set a public hearing for September 25, 2000, at 7:00 p.m. to consider Zoning Petition No. 464 – rezoning property on the north side of West Wackerly Street west of Dublin Avenue from Residential A-1 to Residential A-4.

 

Set a public hearing for September 25, 2000, at 7:00 p.m. to consider Zoning Petition No. 465 – zoning property on the northeast corner of Perrine Road and Letts Street to Residential A-4.

 

Set a public hearing for September 11, 2000, at 7:00 p.m. to consider Zoning Petition No. 466 – rezoning property on the east side of Chippewa River Road south of Isabella Street (M-20) from Business B-2 to Residential A-1.

 

Set a public hearing for September 25, 2000, at 7:00 p.m. to consider Zoning Petition No. 468 – rezoning property on the east side of Kuipers Drive south of Bay City Road from Residential D to Residential B.
