A regular meeting of the City Council was held on Monday, September 25, 2000.  Mayor Black presided with all Council members present.


Heard an update on the US-10/Bay City Road Interchange Detour.


Proclaimed the month of October, 2000, as ROLLER SKATING MONTH in Midland.


Proclaimed the week of October 8-14, 2000, as FIRE PREVENTION WEEK in Midland.


Heard presentation from Northwood University on their “Good Neighbors” Policy. 


Held a public hearing and denied Zoning Petition No. 464 – rezoning property on the north side of West Wackerly Street west of Dublin Avenue from Residential A-1 to Residential A-4.  (Yeas:  None   Nays:  Black, Coppage, Currie, McKeag, Wazbinski)


Held a public hearing and approved Zoning Petition No. 465 – zoning property on the northeast corner of Perrine Road and Letts Street to Residential A-4.


Held a public hearing and approved Zoning Petition No. 468 – rezoning property on the east side of Kuipers Drive south of Bay City Road from Residential D to Residential B.


Postponed action indefinitely on Zoning Petition No. 463 – rezoning property bounded by Eastman Avenue, Larkin Street and Ripley Street from Office-Service 1 to Business B-2.  (Yeas:  Coppage, Currie, McKeag, Wazbinski   Nays:  None    Abstained:  Black)


Approved with conditions Site Plan No. 192 – 36,500 square foot Midland County Council on Aging facility – southeast of the intersection on North Saginaw Road and Dublin Avenue, adjacent to the Rail-Trail. 


Rescinded resolution of August 28, 2000 approving a land lease with Fast Ice, Inc. and authorized City staff to continue negotiations with Fast Ice, Inc. for the construction of a temporary third sheet of ice in 2001 and requested that the Parks and Recreation Commission review the City’s non-ice rentals.


Accepted Easement Grant Agreements for sanitary sewer on the north side of Patrick Road east of Waldo Avenue from Dorinco Reinsurance Company and Virginia H. Gohrband.


Made Traffic Control Order S-00-04 permanent – East Chapel Lane shall stop for Stillmeadow Lane and Burning Bush Lane, and Stillmeadow Lane and Burning Bush Lane shall stop for East Chapel Lane (4-way stop).


Approved request from Local 12075 of the United Steelworkers of America to place portable restrooms and windbreaks on public right-of-way surrounding MidMichigan Medical Center.  (Yeas:  Coppage, Currie, McKeag, Wazbinski    Nays:  None    Abstained:  Black)


Authorized execution of an agreement with Divaker, Ltd. For behavioral safety consulting services in an amount not to exceed $35,000.


Authorized the execution of a contract with William E. Lang, Inc. of Beaverton, Michigan for vegetative cover and topsoil placement for Cells 1 – 13 at the City of Midland Landfill in the amount of $462,544.


Authorized execution of a contract with RCL Construction Company, Inc. of Sanford, Michigan for the construction of a new landfill gatehouse facility in the amount of $422,140.
