MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, November 20, 2000. Mayor Black presided.

Received and filed the City’s Comprehensive Annual Financial Report for the year ended June 30, 2000.
Heard presentation on four new public service announcements for MGTV and MCTV.
Held a public hearing and postponed action on Zoning Petition No. 469 – rezoning property north and east of the intersection of Isabella Street (M-20) and Vance Road from Office-Service 2 to Business A and from Business A to Business B-2 until December 4, 2000.
Council gave support for submission of a Transportation Enhancement Fund Application by Michigan Department of Transportation for the construction of a walkway across Highway US-10 at Jefferson Avenue.
Authorized execution of land lease assignment agreements for Hangar Site 03E and 02B at Barstow Airport.
Approved Master Plan for the St. Charles Softball Area and accepted a donation of $100,000 from the Midland Softball Association.
Approved transfer of funds to the Parking Fund and authorized payment to McDowell & Associates for environmental services in an amount not to exceed $39,750 and payment to Miller, Canfield, Paddock and Stone, PLC for legal services in an amount not to exceed $23,000 for the acquisition of the former AMOCO station property.
Accepted proposal and authorized purchase order to McDowell & Associates in an amount not to exceed $20,750 for professional engineering services relating to the storage basin property.
Authorized payment to the appraisal firm of Terzo & Bologna, Inc. for contracted appraisal services relating to The Dow Chemical Company tax appeal cases in an amount not to exceed $25,000.
Set a public hearing for December 4, 2000, at 7:00 p.m. to hear comments on two requests from the Dow Corning Corporation for Industrial Facilities Exemption Certificates.
Reset time of December 6, 2000 closed session to discuss pending litigation to 5:00 p.m.
