A regular meeting of the City Council was held on Monday, December 4, 2000. Mayor Black presided with all Council members present.
Presented the Bette R. Tollar Civic Commitment Award to the Dow Centennial Garden in the Ned S. Arbury Park.
Recognized the Home Builders Association on its 40th Anniversary.
Denied Zoning Petition No. 469 – rezoning property north and east of the intersection of Isabella Street (M-20) and Vance Road, south portion from Business A to Business B-2. (Yeas: McKeag Nays: Black, Coppage, Currie, Wazbinski)

Held a public hearing and approved an amendment to the 2000-01 Downtown Development Authority Fund Budget.
Held a public hearing and postponed action on a special use permit for Gill-Roy’s Got-It Hardware Store until December 18, 2000, at 7:00 p.m.
Held a public hearing and approved two requests from the Dow Corning Corporation for Industrial Facilities Exemption Certificates. (Yeas: Black, Coppage, Currie, McKeag Nays: None Abstained: Wazbinski)
Approved re-bid for the Snake Creek Basin Cleaning Project using smaller equipment.
Received and referred petitions for public improvements to the Engineering Department for consideration of inclusion in the 2001 Construction Program.
Approved the amended Flexible Spending Account Plan.
Reappointed Karl S. Tomion, City Manager, to the Saginaw-Midland Municipal Water Supply Corporation Board of Trustees for a term to expire December 31, 2006.
Approved permit parking fee increases for City of Midland parking lots in the downtown area to $130 annually for the uncovered spaces and $255 for spaces leased in the Larkin Parking Structure first floor.
Supported submission of a Transportation Enhancement Fund Application by Michigan Department of Transportation for landscaping improvements at the Bay City Road/US-10 Interchange.
Authorized execution of a modification agreement to the Antenna Site License Agreement with Motient Communications Company of Lincolnshire, Illinois.
Authorized execution of a DART Operating Assistance Contract with the Michigan Department of Transportation.
Set a public hearing for January 8, 2001, at 7:00 p.m. to hear comments on an amendment to Planned Unit Development No. 2, Harcrest Woods Condominiums.
Set a public hearing for January 8, 2001, at 7:00 p.m. to hear comments on Zoning Petition No. 470 – rezoning property on the north side of West Wackerly Street east of Sturgeon Avenue from Residential A-1 to Business B-2.
