OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, March 5, 2001.  Mayor Black presided with all Council members present.

 

Proclaimed the month of March as Parenting Awareness Month.

 

Held a public hearing and approved the establishment of an Industrial Development District for CKS Enterprises.

 

Amended the 2000-01 Community Development Block Grant budget by transferring $40,000 to Lead-Safe House Rehabilitation.

 

Approved expansion of the Downtown Development Authority District Boundary.

 

Held first reading of an ordinance amending Civic Arena fees.

 

Held first reading of an ordinance amending Golf Course fees.

 

Postponed first reading of an ordinance amendment to add a new article that would establish an advisory body to the City Council to be known as the Library Board until April 9, 2001. 

 

Received and filed a report on the Storm Sewer Design Program and set a public hearing on said report for April 23, 2001, at 7:00 p.m.

 

Approved Site Plan No. 200 for Danberry Place Townhouses on the north side of Universal Drive west of Hedgewood Drive.

 

Directed City Manager to prepare a report on the 2001 Sidewalk Improvement Program.

 

Accepted four land agreements between the City of Midland and the Midland Community Center for property lying adjacent to the Midland Civic Arena and the Midland Community Center.

 

Granted an extension of the final approval of the Preliminary Plat of City Forest Estates Subdivision.

 

Accepted grant from the Rollin M. Gerstacker Foundation and authorized construction of a SprayGround.

 

Approved assignment of the land lease interest for two hangars at Barstow Airport.

 

Confirmed appointment of Ann Beck to the Downtown Development Authority.

 

Authorized purchase order for lighting upgrade to Emerson Park Field #3 to Blasy Electric of Midland, Michigan in an amount not to exceed $54,000.

 

Named City Manager Karl Tomion as Transportation Coordinator and authorized the City Manager to execute contracts of $20,000 or less between the City of Midland and MDOT.

 

Approved request to conduct a Shrine Parade on Saturday, August 25, 2001.  

 

Authorized payment to Miller, Canfield, Paddock & Stone for contracted legal services in regards to the Dow Corning Corporation and The Dow Chemical Company tax appeals in an amount not to exceed $2,180,000.  (Yeas:  Black, Coppage, Currie, McKeag    Nays:  None   Abstained:  Wazbinski)

 

Authorized payment to Max Derbes & Associates and Baker & O’Brien for contracted appraisal services in regards to the Dow Corning Corporation and The Dow Chemical Company tax appeals in an amount not to exceed $4,355,000.  (Yeas:  Black, Coppage, Currie, McKeag    Nays:  None   Abstained:  Wazbinski)

 

Authorized payments to Braun, Kendrick, Finkbeiner, P.L.C., Westrate and Holmstrom, P.C. and Spiegel & McDiarmid for contracted legal services relating to the City’s defense in the Midland Cogeneration Venture tax appeal in an amount not to exceed $950,000.  (Yeas:  Coppage, Currie, McKeag, Wazbinski    Nays:  None   Abstained:  Black)

 

Authorized payment to Walsh & Associates, Inc., George E. Sansoucy, A.A. Schoenwald Associates, Inc. and Whitfield Russell Associates for contracted appraisal services relating to the City’s defense in the Midland Cogeneration Venture tax appeal in an amount not to exceed $1,355,000.  (Yeas:  Coppage, Currie, McKeag, Wazbinski   Nays:  None   Abstained:  Black)

 

Established the City of Midland Board of Review Members’ compensation at $50 for each segment.

 

Set a public hearing for April 9, 2001, at 7:00 p.m. to receive comments on Zoning Petition No. 473 – zoning property on the east side of Perrine Road south of Letts Road to Residential A-4.

 

Set a public hearing for April 9, 2001, at 7:00 p.m. to receive comments on Zoning Petition No. 474 – zoning property on the west side of Jefferson Avenue north of the US-10 Expressway to Business C.
