MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, April 23, 2001.  Mayor Black presided with all Council members present.

 

Recognized Sergeant Greg Kramer upon his selection as the 2000 Gerstacker Police Officer of the Year recipient.

 

Held a public hearing and approved recommendations in the Storm Sewer Design Program report and authorized City Manager to negotiate contracts for a recalibrated SWMM model study and topographic analysis.

 

Held public hearing on the City Manager’s Proposed 2001-02 Budget.

 

Held public hearing and approved the 2001-02 Community Development Block Grant Budget.

 

Held second reading and approved an ordinance to provide Payment in Lieu of Taxes for Granite Club Acres #1.

 

Held first reading of an ordinance that would add a new article to the Code of Ordinances entitled “Police Department Service Fees”.

 

Approved Site Plan No. 199 for Somerset Pines, a 34-unit residential condominium development on the east side of Dublin Road north of Airport Road.

 

Approved Site Plan No. 203 for a three-story addition to the Dow Chemical Employees’ Credit Union building at 600 East Lyon Road.

 

Approved Site Plan No. 205 for the Wild West Family Amusement Center at the north side of Commerce Drive east of Eastman Road.

 

Authorized the sale of $13.6 million General Obligation Unlimited Tax Bonds, Series 2001, for Sanitary Sewer Improvements.

 

Authorized execution of contract with 3-S Construction of Midland, Michigan, for the “2001 Elizabeth Force Main Sewer, Contract No. 12”, in the amount of $759,493.

 

Authorized issuance of purchase order to Spicer Group, Inc. of Saginaw, Michigan, for the Elizabeth sanitary sewer force main construction inspection, in the amount of $37,128.

 

Authorized execution of contract with Huckins Contracting of Beaverton, Michigan, for the “2001 Jefferson Sanitary Sewer; Contract No. 13”, in the amount of $385,422.50.

 

Authorized issuance of purchase order to Ayres Associates, Inc. of Midland, Michigan, for the Jefferson Avenue sanitary sewer construction inspection, in the amount of $24,921.

 

Authorized execution of contract with Dunigan Bros., Inc. of Jackson, Michigan, for the “2001 Saginaw Road Force Main; Contract No. 18”, in the amount of $5,681,653.94.

 

Authorized execution of Change Order No. 1 to the “2001 Saginaw Road Force Main Construction; Contract No. 18”, with net contract reduction of $65,022.00.

 

Authorized issuance of purchase order to Paul B. Lapham & Associates, Inc., of Clare, Michigan, for the Saginaw Road force main and road construction management and inspection, in the amount of $281,638.50.

 

Authorized execution of contract with Gerace Construction Company Inc. of Midland, Michigan, for the “2001 Nelson Area Pump Station; Contract No. 19”, in the amount of $1,489,000.

 

Authorized execution of contract with Glawe, Inc. of Alpena, Michigan, for the “2001 Ashman Street Sanitary Sewer; Contract No. 20”, in the amount $820,000.

 

Authorized issuance of purchase order to R. C. Associates, Inc. of Saginaw, Michigan, for the Ashman Street sanitary sewer construction inspection, in the amount of $27,724.80.

 

Authorized execution of contract with Glawe, Inc. of Alpena, Michigan, for the “2001 Valley, East Ashman/Waldo and Patrick Pump Station Improvements; Contract No. 21”, in the amount of $1,250,000.

 

Authorized issuance of purchase order to Ayres, Lewis, Norris, & May, Inc. of Ann Arbor, Michigan, for construction oversight of various 2001 Sanitary Sewer Projects, in the amount of $130,000.

 

Referred request to vacate a walkway at the west end of Cones Court to the Planning Commission, City Engineer and Director of Public Services for review and consideration.

 

Made Traffic Control Order X-01-02, establishes Whitman Drive between Atwell Street and the Chippewa River be closed to vehicular traffic, permanent.

 

Authorized the sale at public auction of unclaimed personal property being held by the Police Department and other departmental surplus items.

 

Approved request for amplified sound in St. Charles Park during Biathlon at the Tridge event on May 12, 2001.

 

Authorized execution of contract with Central Asphalt, Inc. of Mt. Pleasant, Michigan, for the “2001 Waldo Avenue Reconstruction; Contract No. 3”, in the amount of $393,880.50.

 

Authorized issuance of purchase order to Helger Construction of Midland, Michigan, for the construction of a children’s waterpark, in the amount of $174,470.

 

Authorized execution of purchase agreements for two parcels of land at Wheeler Road, east of Waldo Avenue.

 

Authorized City Manager to enter into agreement with Fisher Contracting of Midland, Michigan for temporary use of Barstow Airport property.

 

Set a public hearing of necessity for May 7, 2001, at 7:00 p.m. to receive comments on the 2001 Dublin Avenue Water Main Improvement Special Assessment District.

 

Set a public hearing for May 7, 2001, at 7:00 p.m. to receive comments on the proposed Park Rules.

 

Held discussion on the Boards and Commissions Interview Process.
