MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, May 7, 2001. Mayor Black presided with all Council members present.
Recognized the 89th Annual Congress of the National Society Daughters of the Union 1861-1865.
Proclaimed May 19, 2001 as Midland Blooms Day in Midland.
Held public hearing and determined the necessity for the 2001 Sidewalk Improvement Program and directed the City Assessor to prepare a special assessment roll for the “2001 Sidewalk Improvement Special Assessment District”.
Held a public hearing on the City Manager’s 2001-02 Proposed Budget.
Held a public hearing and determined the necessity for a downtown economic revitalization program.
Accepted the special assessment roll for the “2001 Downtown Economic Revitalization Public Improvement Special Assessment District” and set a public hearing on the roll for May 21, 2001, at 7:00 p.m.
Held a public hearing and determined the necessity for the Dublin Avenue Water Main Improvement project.
Accepted the special assessment roll for the “2001 Dublin Avenue Water Main Improvement Special Assessment District” and set a public hearing on the roll for May 21, 2001, at 7:00 p.m.
Held public hearing and approved amended Park Rules.
Held a second reading and approved an ordinance adding a new article to the Code of Ordinances entitled “Police Department Service Fees”.
Heard a presentation on TECH+ by Midland County Educational Service Agency Superintendent William McKinstry.
Approved extension of time for completing sidewalk in Hearthstone Estates No. 1 to November 30, 2002.
Approved extension of time for completing sidewalk in Hearthstone Estates No. 2 to November 23, 2002.
Approved extension of time for completing sidewalk in Woodview Pass Estates No. 1 to November 30, 2002.
Approved extension of time for completing sidewalk in Woodview Pass No. 4 to October 15, 2002.
Accepted the resignation of John Dittenbir form the Zoning Board of Appeals.
Accepted the resignation of Steve Rapanos from the Planning Commission.
Confirmed the City Manager’s reappointment of Jack McCandless and appointment of Sharon Kackmeister to the Downtown Development Authority.
Approved the purchase agreement for the purchase of a house at 1112 Michigan Street.
Authorized execution of Change Order No. 2 to the 2001 Saginaw Road Force Main Construction Contract No. 18 in the amount of a net increase of $41,841.20.
Authorized specific city staff members to initiate and receive fund transfers payable from or to bank accounts of the City of Midland.
Authorized Purchasing Agent to requisition and issue purchase orders for snow and ice control salt through the State of Michigan Extended Purchasing Program for the 2001-02 Winter Season.
Authorized execution of contract with Majestic Construction of Caro, Michigan for the Currie Municipal Golf Course Clubhouse project in the amount of $1,042,512 and authorized an additional $20,000 be added to the contract with Dow-Howell-Gilmore for continued design services in connection with the clubhouse project.
Accepted bid submitted by Vermeer Great Lakes of Jackson, Michigan and authorized purchase order for the purchase of a directional bore machine in the amount of $63,567.
Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C., Westrate and Holmstrom, P.C. and Speigel & McDiarmid for contracted legal services in an amount not to exceed $1,150,000 for services relating to the City’s defense in the Midland Cogeneration Venture’s appeal to the Michigan Tax Tribunal.
