A regular meeting of the City Council was held on Monday, July 9, 2001. Mayor Black presided with all Council members present.
Approved request to vacate the walkway at the west end of Cones Court.
Held public hearing on the 2001 Sidewalk Improvement Special Assessment District Special Assessment Roll and approved said roll.
Held public hearing on the 2001 Mac Street Improvement Special Assessment District Special Assessment Roll and approved said roll.
Held public hearing on the 2001 Perrine Road Sanitary Sewer Improvement Special Assessment District Special Assessment Roll and approved said roll.
Held public hearing on the 2001 Shreeve Street Improvement Special Assessment District Special Assessment Roll and approved said roll.
Held public hearing and approved Zoning Petition No. 476 – rezoning property on the east side of Eastman Avenue between Denver Street and Bitler Street and between Bitler Street and Dilloway Drive from Residential A-1 to Office-Service 1.
Held second reading and approved an amendment to Chapter 22, Article II of the Code of Ordinances to add a new “Division 1. In General” and “Division 2. Downtown Streetscape” and establish the “Downtown Development Authority District Public Sidewalk Use Policy”.
Held first reading of an ordinance to amend Chapter 5 – Buildings and Building Regulations, Chapter 7 – Electrical Code and Chapter 18 – Plumbing Code of the Code of Ordinances to implement the Michigan Construction Code and to consolidate references to building regulations.
Held first reading of an amendment to the City of Midland Water Ordinance.
Held first reading of an amendment to the City of Midland Sewer Ordinance.
Approved Site Plan No. 206 for a 3590 square foot convenience store/gas station/car wash at 4816 Bay City Road.
Accepted Warranty Deed for the widening of Joe Mann Boulevard at the southwest corner of Jefferson Avenue.
Designated a voting delegate and alternate delegate for the Michigan Municipal League September 12, 2001 Annual Business Meeting.
Amended the spread on the July 2001 Tax Roll of certain Special Assessments.
Authorized execution of Change Order No. 1 to the 2001 Local Street Reconstruction; Contract No. 9, in the amount of $45,418.
Authorized payment to law firms Braun, Kendrick, Finkbeiner, P.L.C., Westrate and Holmstrom, P.C. and Spiegel & McDiarmid for contracted legal services relating to the Midland Cogeneration Venture’s tax appeal, in an increased amount not to exceed $2,000,000.
Authorized payment to appraisal firms Walsh & Associates, Inc., George E. Sansoucy, P.E., A.A. Schoenwald Associates, Inc. and Whitfield Russell Associates for appraisal services relating to the Midland Cogeneration Venture’s tax appeal, in an increased amount not to exceed $2,500,000.
Authorized purchase orders for Bid No. 2491-Stage Lighting Equipment and Bid No. 2492-Electrical Installation of Stage Lighting System at the Grace A. Dow Memorial Library to the following: Standard Electric Co. in the amount of $10,777; Tobins Lake Studio in the amount of $5,400; BMI Supply in the amount of 11,733.03 and France Electric Inc. in the amount of $14,400.
Waived bid requirement and authorized purchase of library automated services for the Grace A. Dow Memorial Library from the Valley Library Consortium for 2001-02, in an amount not to exceed $119,000.
Authorized purchase orders to various venders for the purchase of Personal Computer hardware and software in the total amount of $66,457.12.
Authorized purchase order to Etna Supply Company of Grand Rapids, Michigan for the annual purchase of water meters, in an amount not to exceed $120,000.
Set a public hearing for August 13, 2001, at 7:00 p.m. to consider Zoning Petition No. 479 – rezoning property between Austin Street and Bay City Road west of Plumer Street from Business C to Industrial A.
