A regular meeting of the City Council was held on Monday, July 23, 2001. Mayor Black presided with all Council members present until 8:00 p.m. Hollis McKeag excused at 8:00 p.m.
Recognized Midland’s student delegation to Midland’s Sister City Handa, Japan.
Received plaque in recognition of the City of Midland’s selection as the 2001 recipient of the U.S. Environmental Protection Agency Region V Operation and Maintenance Award.
Received plaque from the Michigan Department of Environmental Quality in recognition of the City’s floodplain management efforts.
Held public hearing and denied Zoning Petition No. 477 – rezoning property at 3103 West Wackerly Street from Residential A-1 to Office-Service 2. (Yeas: None Nays: Black, Coppage, Currie, McKeag, Wazbinski)
Approved rezoning property at 3103 West Wackerly Street from Residential A-1 to Residential A-4.
Held public hearing and approved Zoning Petition No. 478 – rezoning property between Bay City Road and Fisher Road west of US-10 Expressway from Agricultural and Business B-2 to Business C and Industrial A.
Held second reading and amended the Code of Ordinances by adopting the Michigan Building Code, the Michigan Mechanical Code and the Michigan Plumbing Code, creating a Construction Code Board of Appeals and repealing Chapter 7 and 18.
Held second reading and approved an amendment to the City of Midland Water Ordinance.
Held second reading and approved an amendment to the City of Midland Sewer Ordinance.
Held first reading of an ordinance amendment to change the number of people on the Parks and Recreation Commission from seven (7) to nine (9) members.
Approved annexation of property at 1616 N. Dublin Road from Larkin Township, through the joint resolution process.
Accepted Easement Agreement from the City to The Dow Chemical Company for placement of an aerial telecommunications cable crossing Ellsworth Street at Haley Street.
Approved paving of parking lots and driveways located in Upper Emerson Park.
Waived competitive bids and authorized purchase of a residential refuse truck from Great Lakes Service Center of Franklin, Michigan in the amount of $211,750.
Authorized purchase of two compact pickup trucks from Snethkamp Dodge of Lansing, Michigan in the amount of $29,442.56.
Authorized purchase order to Associated Wallcovering and Painting of Midland, Michigan for wall covering and trim painting at Washington Woods East in the amount of $22,139.
Authorized execution of contract with Sova & Sons Contracting, Inc. of Midland, Michigan for the “2001 Sidewalk Improvement Program; Contract No. 17”, in the amount of $26,955.
Authorized execution of contract with RCL Construction of Sanford, Michigan for the “2001 Jerome Street Parking Lot; Contract No. 5”, in the amount of $268,844.
Authorized execution of Contract No. 01-5251 with the Michigan Department of Transportation for the resurfacing of Bay City Road from Waldo to the railroad tracks.
Authorized purchase order to ProVideo Systems, Inc. of Perrysburg, Ohio for a studio camera support system in the amount of $34,036.
Authorized execution of contract with Hubbell, Roth & Clark for construction oversight of the Wastewater Treatment Plant Storage Basin in the amount of $360,000 and with McDowell & Associates for soil testing and inspection services in the amount of $200,000.
Approved purchase agreement for the purchase of house at 327 Hemlock Street in the amount of $12,000.
Approved purchase agreement for the sale of a C.H.O.I.C.E. house at 210 Bradley Court.
Approved purchase agreement for the sale of a C.H.O.I.C.E. house at 218 Bradley Court.
Authorized execution of a contract with Dow Howell Gilmore for site design services for the St. Charles Softball Complex Project in an amount not to exceed $37,350.
Authorized execution of Change Orders #008 and #009 to golf course expansion contract with MJC Golf in the amount of $47,430.50.
Set public hearing of necessity for August 13, 2001, at 7:00 p.m. on the 2001 Waldo Court Improvement Project.
