MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, October 8, 2001. Mayor Black presided.

Recognized fourteen local attorneys upon their forty-five plus years of service in the legal profession.
Held a public hearing to establish a Plant Rehabilitation District for McKay Press, Inc. and approved the same.
Held a public hearing of necessity and postponed action on the 2001 Bogel Drive Improvement project until October 22, 2001.
Held a public hearing and approved an amendment to the 2001-02 City budgets and financial working plans to provide for June 30, 2001 encumbrances.
Held a public hearing and approved an amendment to the 2001-02 Equipment Revolving Fund budget.
Held a second reading and approved an amendment to Section 22-2 of Article I of Chapter 22 of the Code of Ordinances to provide for proper placement of reflective address signs.
Held second reading and approved an amendment to Section 34-5 of Chapter 34 of the Code of Ordinances to include violations of Section 22-2 of Article I of Chapter 22 as civil infraction violations.
Heard a report on the “Findings of Fact” for the B.B. Banucks Liquor License.
Directed City Manager to notify prospective applicants of the additional liquor license available for issue.
Approved annexation of Lot 1 and 14 of Oakbrook Estates from Larkin Township, through the joint resolution process.
Approved Site Plan No. 208 for an addition to an existing storage facility on the north side of West Wackerly Street west of Dublin Avenue.
Approved extension of time for completion of sidewalk in Scenic Estates No. 5.
Extended the “Three Free” fee waiver for yard waste collection through the leaf collection program.
Accepted the resignation of Sam Liberto from the Planning Commission.
Appointed Grish Chandra to the Local Officers Compensation Commission for a term to expire June 30, 2008.
Made Traffic Control Order S-01-03 permanent - establishing that Cambridge Street yield to Boston Street.
Established the 2002 regular meeting dates for the Midland City Council.
Approved the purchase agreement for the sale of a C.H.O.I.C.E. house at 213 Bradley Court.
Authorized purchase of an articulated loader/tool carrier from Rush Equipment Center of Ellsworth, Michigan in the amount of $62,950.
Authorized payment to Terzo & Bolonga, Inc. for contracted appraisal services in the defense of the assessment appeal by The Dow Chemical Company in an amount not to exceed $28,000.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on a request to transfer existing Industrial Facilities Tax Certificate 2000-035 from Mason –Loomis Industrial Electric to Precision Torque Control, Inc.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on a request to transfer existing Industrial Facilities Tax Certificate 93-256 from Marion Merrell Dow, Inc. to The Dow Chemical Company.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on a request from Quebecor World Pendell, Inc. for an Industrial Facilities Exemption Certificate.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on a request from The Dow Chemical Company for two Industrial Facilities Exemption Certificates.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on a proposed amendment to the Community Development Block Grant budget for fiscal year 2001-02.
Set a public hearing for October 22, 2001, at 7:00 p.m. to hear comments on the proposed amendment to the 2001-02 Sanitary Landfill Fund budget.
