A regular meeting of the City Council was held on Monday, December 3, 2001.  Mayor Black presided with all Council members present.


Recognized former Second Ward Councilman John S. Coppage for his contributions to the Midland City Council and the Midland Community.


Received and ordered filed for public examination the City’s Comprehensive Annual Financial Report.


Accepted resignation of Keith Abbe from the West Main Street Historic District Commission.


Appointed Donna Gross to the West Main Street Historic District Commission to fill an unexpired term to expire June 30, 2002.


Accepted resignation of Larry Burks from the Saginaw-Midland Municipal Water Supply Corporation Board.


Heard report on new Class “C” liquor license.


Received public comments and denied rejection of the 2001 Local Officers’ Compensation Commission Determinations.  (Yeas:  Griggs   Nays:  Black, Currie, McKeag, Wazbinski)


Accepted the proposed professional services agreement and authorized execution of said agreement for Zoning Ordinance and Subdivision Ordinance modernization from McKenna Associates for a cost of $65,000.


Received petitions for public improvements and referred to the Engineering Department for consideration of inclusion in the 2002 Construction Program.


Accepted easement agreement between the City of Midland and the First United Methodist Church for a storm drain pipe under Main Street near Fitzhugh Street.


Affirmed that the Flood Insurance Rate Maps dated December 5, 1995, are the official flood plain maps for the City of Midland.


Referred vacation of all of Madison Street and Burch Street north of Soper Street to the Planning Commission, City Engineer, Utilities Director, and Director of Public Services for review and recommendation.


Authorized execution of a Consent Agreement for relocation assistance benefits in regard to the U.S.10/Bay City Road Interchange Project.


Authorized issuance of General Obligation Limited Tax Bonds, Series 2001, in the principal sum not to exceed $5,130,000.


Authorized purchase orders to various vendors for the purchase of small and large size administrative cars and window vans in the total amount of $111,412.74.


Set a public hearing for January 14, 2002, at 7:00 p.m. to hear comments on Zoning Petition No. 480 – rezoning property on the south side of Isabella Street west of Vance Road from Residential A-1 and Agricultural to Business B-2.


Heard presentation on the proposed 2002-03 Budget Preparation Schedule.
