A regular meeting of the City Council was held on Monday, January 28, 2002.  Mayor Black presided with all Council members present.


Recognized the 50th Anniversary of Junior Achievement of Central Michigan, Inc.


Held public hearing and approved an amendment to the City of Midland’s 2001-02 budgets and financial working plans.


Held public hearing and approved an ordinance to provide payment in lieu of taxes for Chippewassee Court Phase I.  (Yeas:  Black, Currie, McKeag, Wazbinski   Nays:  None   Abstained:  Griggs)


Received and filed the proposed Expanded Northeast Pressure District project and directed staff to include funding for Phase I in the 2002-03 Engineering Priorities.


Accepted resignation of Fred White from the Downtown Development Authority.


Accepted resignation of Nancy Burd from the Cable Access Advisory Commission.


Authorized execution of Third Amendment to the Cable Communications Franchise Agreement with Charter Communications.


Approved extension of time for completion of sidewalk in Scenic Estates No. 4 until April 1, 2003.


Increased the City of Midland’s matching contribution from $40,000 to $60,000 for improvements to the Karl B. Robertson Bridge.


Authorized City Manager to sign and submit a grant request to the Michigan Economic Development Corporation to engage the services of a professional marketing firm to prepare a Downtown Enhancement Study.


Rescinded resolution adopted October 22, 2001, authorizing a budgetary transfer of funds for payments to Plante and Moran, LLP and approved resolution authorizing transfer of $56,140 within the 2001-02 General Fund budget from the Legal Fees account in the Dow Corning Corporation Tax Appeal activity to the Audit Fees account in The Dow Chemical Company Tax Appeal activity.


Authorized execution of contract amendment to the Jack Barstow Municipal Airport Services Contract.


Waived bids and authorized issuance of purchase order to Ayres Associates in the amount of $110,000 for design engineering services for the rehabilitation of the Mark Putnam Bridge.


Set a public hearing for February 25, 2002, at 7:00 p.m. to hear comments on Zoning Petition No. 481- rezoning property on the southwest corner of South Saginaw Road and James Savage Road.


City Council issued a report on the job performance review of Karl S. Tomion, City Manager, and set his salary at $112,500 annually effective January 28, 2002.


City Council issued a report on the Job performance review of James O. Branson III, City Attorney, and set his salary at $88,000 annually and added dental effective January 28, 2002.
