OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, May 6, 2002.  Mayor Black presided with all Council members present.

 

Corrected minutes of the April 22, 2002 meeting to reflect Council Member Griggs abstention on CDBG issue.

 

Held a public hearing and denied the necessity for the 2002 Sidewalk Improvement Program.  (Yeas:  None   Nays:  Black, Currie, Griggs, McKeag, Wazbinski)

 

Held a second public hearing on the 2002-03 City of Midland Proposed Budget.

 

Proclaimed May 18, 2002 as Midland Blooms Day in Midland.

 

Allocated $724,300 of unexpended 2001 Sanitary Sewer System Improvement bond proceeds to improvements to the Swede Avenue 42” gravity sewer and directed staff to prepare a plan for the use of remaining bond proceeds to conduct an advance refunding of a portion of the outstanding bonds.

 

Authorized purchase of lining for the existing 42” sanitary sewer on Swede Avenue from Eastlawn Drive to Sugnet Road from Insituform Technologies, Inc. at a cost of $607,425.

 

Passed a resolution urging the Michigan Department of Community Health to consider comments by the Midland County Health Department and other community members in preparing its Final Report on Dioxin in Midland.

 

Set a public hearing on June 10, 2002, at 7:00 p.m. on the proposed vacation of a public walkway between 2218/2302 Virginia Street and 2217/2221 Carolina Street.

 

Set a public hearing on June 10, 2002, at 7:00 p.m. on Zoning Petition No. 490 – rezoning property at 2101/2107 Bay City Road from Business C to Industrial A.

 

Set a public hearing of necessity on May 20, 2002, at 7:00 p.m. on the 2002 Lee Sanitary Sewer Improvement Special Assessment District.

 

Set a public hearing of necessity on May 20, 2002, at 7:00 p.m. on the 2002 Lee Water Main Improvement Special Assessment District.

 

Set a public hearing of necessity on May 20, 2002, at 7:00 p.m. on the 2002 Lee Street Improvement Special Assessment District.

 

Authorized execution of an easement with Consumers Energy allowing power to be brought across Yale Street and Waterworks Park.

 

Approved a request to adjourn to a closed session to discuss pending tax appeal litigation.
