OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, July 15, 2002.  Mayor Black presided with all Council members present.

 

Held a public hearing and approved Zoning Petition No. 492 – rezoning property at 801 and 807 Ashman Street from Industrial A to Business C.

 

Approved Site Plan No. 214 for 22 units of affordable housing on Chippewassee Court.  (Yeas:  Black, Currie, McKeag, Wazbinski   Nays:  None   Abstained:  Griggs)

 

Adopted policy requiring agreements for placement of vendor carts in downtown Midland and authorized the City Manager to enter into such agreements.

 

Accepted report on applications received for the new Class C liquor license.

 

Set a special meeting for July 29, 2002 at 7:00 p.m.  to interview applicants for the new Class C liquor license.

 

Authorized execution of Water Main Agreement between the City of Midland, Homer Township and Midland Township and authorized execution of Second Amendment to Water Service Agreement with Midland Township.

 

Designated delegates to the Michigan Municipal League annual business meeting.

 

Authorized issuance of purchase order to Watertronics, Inc. of Hartland, Wisconsin, for the Golf Course pump station rebuild project, in the amount of $21, 862.

 

Authorized change order to the contract with Pat’s Gradall Service for the St. Charles Softball Complex project, in the amount of $9,975.

 

Authorized payment to Max Derbes & Associates and Baker & O’Brien for contracted appraisal services relating to the Dow Corning and The Dow Chemical Company’s tax appeals, in an amount not to exceed $6,255,000.

 

Authorized payment to Braun, Kendrick, Finkbeiner, P.L.C., Westrate and Holmstrom, P.C. and Spiegel & McDiarmid for contracted legal services relating to the MCV tax appeal, in an amount not to exceed $3,725,000.

 

Authorized execution of a contract with Sova Excavating & Trucking, Inc. of Midland, Michigan, for the “2002 Saginaw Road Reconstruction; Contract No. 3”, in the amount of $368,765.

 

Authorized issuance of purchase orders to Etna Supply Company of Grand Rapids, Michigan, for the annual purchase of water meters, in an amount not to exceed $120,000.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Jefferson Sanitary Sewer Improvement Special Assessment District.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Jefferson Water Main Improvement Special Assessment District.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Perrine Sanitary Sewer Improvement Special Assessment District.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Perrine Water Main Improvement Special Assessment District.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Stark Water Main Improvement Special Assessment District.

 

Set a public hearing of necessity for August 12, 2002, at 7:00 p.m. to receive comments on the 2002 Wackerly Water Main Improvement Special Assessment District.
