MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, August 12, 2002.  Mayor Black presided with all Council members present.

 

Held a public hearing of necessity for the 2002 Jefferson Sanitary Sewer Improvement project and approved the same.

 

Accepted the special assessment roll for the “2002 Jefferson Sanitary Sewer Improvement Special Assessment District” and set a public hearing on the roll for August 26, 2002, at 7:00 p.m.

Held a public hearing of necessity for the 2002 Wackerly Water Main Improvement project and approved the same.

 

Accepted the special assessment roll for the “2002 Wackerly Water Main Improvement Special Assessment District” and set a public hearing on the roll for August 26, 2002, at 7:00 p.m.

 

Approved resolution calling upon the members of the Michigan State Legislature to vote to override Governor Engler’s veto of statutory revenue sharing funds on August 13, 2002.

 

Accepted Quit Claim Deeds for the area of Commerce Drive and Commerce Court.

 

Authorized execution of Housing Construction Agreement with Midland Public Schools to participate in a joint residential housing project at 3516 W. Wackerly Street.

 

Authorized execution of agreement with the Midland Economic Development Council for economic development services.

 

Appointed Robert Fisher as the officer delegate and Dennis Morgan as alternate to the 2002 Municipal Employees Retirement System Annual Meeting.

 

Authorized sale of surplus city equipment at a public auction to be held on September 21, 2002.

 

Made the following Traffic Control Orders permanent:

         R-02-06     The 45 mph zone along N. Saginaw Road be extended to 500 ft west of Dublin Avenue, preceded by a “Reduced Speed 45 Ahead” sign.

         R-02-07     The signal at the intersection of Washington and Wheeler Street operate in “flash” mode from 11:00 p.m. to 7:00 a.m. and “color” mode from 7:00 a.m. to 11:00 p.m., seven days a week.

         S-02-01     Greenwich Circle shall stop for Eastlawn Drive.

         S-02-02     Butterfield Drive shall stop for E. Wheeler Street.

         S-02-03     W. Wackerly Street shall stop for Stark Road.

         S-02-04     City Forest Estates Drive shall stop for Sturgeon Avenue.

         S-02-05     Stark Road shall stop for N. Saginaw Road.

         S-02-06     Northbound and southbound Pershing Street shall stop for Bay City Road and Bay City Road stop for Pershing Street, thus making a three-way stop.

         S-02-07     Deerwood Circle shall stop for Foster Road.

         S-02-08     Scenic Circle shall yield to Stillwater Lane.

         S-02-09     Foxwood Circle shall yield to Evergreen Street.

         S-02-10     Goldenwood Drive shall stop for Amberwood Court and Amberwood Court for Goldenwood Drive, thus making a three-way stop.

 

Approved request from the Midland Community Center to close George Street from Jefferson Avenue to Collins Street on Saturday, September 7, 2002, from 10:00 a.m. to 6:00 p.m. for a Block Party.

 

Approved payment for housing and related expenses in connection with the MCV tax appeal trial in the increased amount not to exceed $350,000.

 

Authorized execution of contract with Sova & Sons Contacting, Inc. of Midland, Michigan for the “2002 Hillcrest Road Reconstruction and Water Main Replacement; Contract No. 18”, in the amount of $137,410.40.

 

Authorized execution of contract with Clark Highway Services, Inc. of Lake City, Michigan for the “2002 Pavement Marking Program; Contract No. 16”, in the amount of $27,431.

 

Authorized issuance of purchase order to Brodart Co. for book ordering and processing services for the Grace A. Dow Memorial Library in an amount not to exceed $325,000.

 

Waived competitive bids and approved purchase of electronic on-line services and books for the Grace A. Dow Memorial Library from The Gale Group of Farmington Hills, Michigan for the 2002/03 fiscal year in an amount not to exceed $60,000.

 

Waived competitive bids and authorized issuance of a purchase order for two residential refuse trucks to Great Lakes Service Center, Inc. of Franklin, Michigan in the amount of $423,500.

 

Waived competitive bids and authorized issuance of a purchase order to Waterworks Systems & Equipment, Inc. of Lakeland, Florida in an amount not to exceed $24,782 for the remanufacture of a screen grid at the Wastewater Treatment Plant.

 

Authorized execution of Change Order No. 2 in the amount of $20,000 to the amended contract with Fisher Contracting Company of Midland, Michigan for the Wastewater Treatment Plant Storage Basin Construction.

 

Authorized issuance of purchase order to Plummer’s Environmental Services, Inc. of Grand Rapids, Michigan for the Swede Avenue Manhole Rehabilitation, in an amount not to exceed $54,475.

 

Authorized execution of contract with Fisher Contracting Company of Midland, Michigan for the construction of Cell 15 at the Sanitary Landfill in an amount not to exceed $1,907,565.08.

 

Authorized issuance of purchase order to McDowell & Associates of Midland, Michigan for Cell 15 Construction Quality Assurance in the amount of $54,175.

 

Set a public hearing for September 9, 2002, at 7:00 p.m. to consider Zoning Petition No. 493 – rezoning property at the northwest corner of Wheeler Street and Swede Avenue from Business A to Residential B.

 

Set a public hearing for August 26, 2002, at 7:00 p.m. on a proposed 2002/03 General Fund budget amendment to recognize and appropriate unanticipated revenues. 

 

Approved resolution to adjourn to a closed session to discuss pending litigation.  (Yeas:  Currie, Griggs, McKeag, Wazbinski    Nays:  None   Abstained:  Black)
