A regular meeting of the City Council was held on Monday, October 14, 2002.  Mayor Black presided with all Council members present.


Held a public hearing and approved seven Industrial Facilities Exemption Certificates requested by The Dow Chemical Company.


Held a public hearing and gave tentative approval of the preliminary plat of Broadhead Estates.


Held a public hearing on the Phase 4 Storm Sewer System Update Report and directed the City Manager to enter into negotiations with a consulting firm for the preliminary and final design work on the George Street Basin Storm Sewer.


Gave first reading to an ordinance amending Section 21-73 of Division 4 of Article II – Parks and Recreation Fees.


Gave first reading to an ordinance amending Section 6-20 of Chapter 6 – Cemetery rates, charges and fees.


Approved Site Plan No. 217 for Birchwood Pointe Apartments for a 24-unit expansion.


Approved Site Plan No. 218 for Eagle Ridge Church of God.


Approved a one-year time extension for the preliminary plat of City Forest Estates.


Accepted rating criteria for infrastructure extension and authorized City Manager to accept project requests until November 15, 2002.


Made the following Traffic Control Orders permanent:

           R-02-08     Speed limit on Wackerly Street from 750 feet east of Stark Road to Stark Road be posted at 35 m.p.h.

           S-02-11     Hollyberry Drive shall stop for Foster Road.


Extended the “Three Free” fee waiver for yard waste collection through the leaf collection program.


Appointed Harold Filipiak to the West Main Street Historic District Commission for a term to expire June 30, 2004.


Approved a request from the Midland Public Schools for start-up funding for implementation of a fourth access channel to be used as an educational channel.


Approved change order in the amount of $6,000 to increase the value of the existing purchase order to RC Engineering, Inc. for engineering services for the “2002 Perrine & Moorland Reconstruction Contract No. 19”.


Authorized issuance of purchase to Jack Doheny Supplies, Inc. of Northville, Michigan, for the purchase of one single axle truck, in the net amount of $102,140.


Authorized purchasing agent to amend purchase order #9119 to Valley Asphalt Company of Midland, Michigan to an amount not to exceed $27,770 for the purchase of bituminous #2.


Authorized issuance of purchase order to Midland Fence Company of Midland, Michigan, for the purchase of the St. Charles softball complex ball diamond fencing, in the amount of $76,500.


Set a public hearing for November 11, 2002, at 7:00 p.m. to receive comments on Zoning Petition No. 494 – rezoning property at the west side of Eastman Avenue north of West St. Andrews from Limited Commercial, Manufacturing and Research and Residential A-1 District to Community.
