A regular meeting of the City Council was held on Monday, November 25, 2002.  Mayor Black presided with all Council members present.


Presented the Bette R. Tollar Civic Commitment Award to The Dow Gardens.


Held public hearing and approved Zoning Petition No. 495 – rezoning property at the southeast corner of Washington Street and Eastlawn Drive from Office Service-2 to Business B-2.  (Yeas:  Black, Griggs, McKeag   Nays:  Currie, Wazbinski)


Held second reading and adopted an ordinance creating Article VII of Chapter 15 of the Code of Ordinances, Alcoholic Beverage Licenses for Consumption on the Premises.


Held first reading of an ordinance amending Section 15-223 of the Code of Ordinances, Application required; fee.


Approved the purchase agreement for the sale of a CHOICE house at 327 Hemlock Street.


Approved the purchase agreement for the sale of a house at 3512 W. Wackerly Street.


Approved the purchase agreement for the purchase of a house at 1301 Soper Street.


Approved the purchase agreement for the purchase of a house at 113 W. St. Andrews Road.


Approved resolution-expressing opposition to House Bill 6380 (Amendments to the Highway

Advertising Act of 1972).


Approved a Building Authority Refunding Contract for Joint Building Authority General Obligation Bonds dated September 1, 1993.


Approved request to conduct the Santa Arrival Parade on December 3, 2002, utilizing a revised route.


Recognized the Midland Community Cancer Services as a non-profit organization for the purpose of obtaining a charitable gaming license.


Set a public hearing for December 9, 2002, at 7:00 p.m. on a proposed Cable Communications Fund budget amendment.


Expressed Council’s intent to consider providing sewer service to alternative jail sites outside the City of Midland.


Expressed Council’s support of The Dow Chemical Company Dioxin Corrective Action Consent Order.
