MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, April 28, 2003. Mayor Black presided with all Council members present.
Held a public hearing and approved the special assessment roll for the “2003 Countryside & Green Sanitary Sewer Improvement Special Assessment District”.
Held a public hearing of necessity and approved the “2003 Downtown Economic Revitalization Public Improvement Special Assessment District”.
Accepted the special assessment roll for the “2003 Downtown Economic Revitalization Public Improvement Special Assessment District” and set a public hearing on said roll for May 12, 2003, at 7:00 p.m.
Held a public hearing and approved the establishment of an Industrial Development District for Electro Panel, Inc. located at 4020 Airport Road.
Held a public hearing on the City Manager’s 2003-04 Proposed Budget.
Held a public hearing and approved the proposed 2003-04 Community Development Block Grant Budget.
Gave tentative and final approval to the preliminary plat of Oakbrook Estates East.
Authorized the sale at public auction of unclaimed personal property held by the Police Department and other departmental surplus items.
Authorized execution of a contract with Johnston Contracting of Midland, Michigan for the “2003 Local Street Reconstruction, Phase II; Contract No. 8”, in the amount of $294,344.
Authorized issuance of a purchase order to Insituform Technologies USA, Inc. of Owosso, Michigan for the purpose of lining 960 lineal feet of sanitary sewer in the area of Coolidge Drive from Washington Street to VanBuren Street, in the amount of $36,400.
Set a public hearing for May 19, 2003, at 7:00 p.m. on Zoning Petition No. 500 – rezoning property west of the intersection of Jefferson Avenue and Wackerly Street from Office Service 2 to Business B-1.
Set a public hearing for June 9, 2003, at 7:00 p.m. to consider the designation of a Brownfield Redevelopment Zone.
Set a public hearing for June 9, 2003, at 7:00 p.m. to consider the approval of a Brownfield Redevelopment Plan.
Reappointed Randy Swierzbin to the West Main Street Historic District Commission for a term to expire June 30, 2006.
