MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, May 19, 2003. Mayor Black presided.

Council recognized 22 elementary and middle school children for outstanding work in creating Make Midland Beautiful posters.
Proclaimed May 31, 2003 as World No Tobacco Day in Midland.
Held a public hearing and denied Zoning Petition No. 500 – rezoning property west of the intersection of Jefferson Avenue and Wackerly Street from Office-Service 2 to Business B-1. (Yeas: Griggs Nays: Black, Currie, Wazbinski)
Adopted the 2003-04 City of Midland Budget, authorized a City millage rate of 12.90, authorized the levy of an additional 2 mills for the Downtown Development District, authorized the imposition of a one percent (1%) tax administration fee on all taxes levied and authorized the imposition of an additional four percent (4%) for taxes paid after the tax payment due date.
Denied approval of Site Plan No. 226 for The Courts of Joseph’s Run. (Yeas: Black, Wazbinski Nays: Currie, Griggs)
Approved annexation of 78.7 acres of property located on Jefferson Road, north of Joe Mann Boulevard.
Authorized execution of a contract with Johnston Contracting of Midland, Michigan for the “2003 Dilloway & George Street Reconstruction; Contract No. 9”, in the amount of $120,703.
Authorized issuance of a purchase order to Biotech Agronomics of Honor, Michigan for the application of 3,000,000 gallons of Wastewater biosolids at a cost of $.0234 per gallon.
Authorized issuance of a purchase order to Erin Systems of Portland, Maine for a compost screener in the amount of $114,400.
Set a public hearing for June 9, 2003, at 7:00 p.m. to hear comments on a request from Dow Corning Corporation for an Industrial Development District.
