A regular meeting of the City Council was held on Monday, June 9, 2003. Mayor Black presided with all Council members present.
Representative from the Michigan Department of Environmental Quality presented the City with the National Flood Insurance Program Award.
Held a public hearing and designated boundaries for a Brownfield Redevelopment Zone for the Dow Corning Corporation. (Yeas: Black, Currie, Griggs, McKeag Nays: None Abstained: Wazbinski)
Held a public hearing and approved the Dow Corning Corporation Brownfield Redevelopment Plan. (Yeas: Black, Currie, Griggs, McKeag Nays: None Abstained: Wazbinski)
Held a public hearing and approved an application from the Dow Corning Corporation for an Industrial Facilities Exemption Certificate. (Yeas: Black, Currie, Griggs, McKeag Nays: None Abstained: Wazbinski)
Heard presentation from Dilloway Drive residents regarding the Dilloway Drive widening project.
Held first reading of an ordinance to amend Chapter 22 by adding a new Article IV entitled Addresses.
Held first reading of an ordinance to amend Chapter 34-5 Municipal Civil Infractions.
Held first reading of an ordinance to amend Section 28-163, Division 3 Rates of the Midland Sewer Ordinance.
Held first reading of an ordinance to amend Section 21-34 and repeal Section 21-35 of Article I of Chapter 21 of the City of Midland Rates, Charges and Fees Ordinance.
Approved the final plan for Carolina Cove Condominiums – Planned Unit Development No. 15 – property west of Abbott Road, north of Betsey Drive and south of Alta Court.
Authorized execution of subrecipient agreements for award of CDBG funds.
Approved annexation of property from Larkin Township located at 1881 North Perrine Road.
Authorized execution of an Amended Administrative Consent Order to extend due date for Wastewater Flow Monitoring Study.
Made the following Traffic Control Orders permanent:
D-03-02 Traffic signal control at the intersection of Jefferson Avenue and Sugnet Street, Wheeler Street, Wackerly Street, and Joe Mann Boulevard shall operate in “color” mode from 6:30 a.m. to 10:00 p.m., 7 days per week.
D-03-03 Traffic signal control at the intersection of Wheeler Street and Washington Street, and Wheeler Street and Swede Avenue shall operate in “color” mode from 6:30 a.m. to 10:00 p.m., 7 days per week.
S-03-05 Ellsworth Street shall stop for Lyon Road and Lyon Road stop for Ellsworth Street, thus making a three-way stop.
Approved levy and collection of taxes for the July 2003 tax roll for Midland Public Schools, Midland County Educational Service Agency, Bay City Public Schools, Bay-Arenac Intermediate Schools and Delta College.
Approved levy of taxes for the July 2003 tax roll for special assessments and accounts receivable.
Approved contract between the City of Midland and EAP Coordinator Lona McLuckie in the amount of $37,286.04, for the period July 1, 2003 through June 30, 2004.
Approved the negotiated contract settlement between the City of Midland and the Police Labor Council/Midland Police Command Group for a three-year period expiring June 30, 2005.
Authorized execution of an agreement with Helm Electric of Frankenmuth, Michigan for installation of lighting at the St. Charles Softball Complex, in the amount of $411,000.
Authorized purchase of up to 1,250 tons annually of Calcium Oxide for the Water Treatment Plant from Carmeuse Lime of Chicago Heights, Illinois in the amount of $89.08 per ton.
Authorized execution of an agreement between the City of Midland and the Midland Economic Development Council for economic development services at a cost not to exceed $85,000.
Accepted the special assessment roll for the “2003 Sidewalk Improvement Special Assessment District” and set a public hearing on said roll on June 23, 2003, at 7:00 p.m.
Approved a resolution to immediately adjourn to a closed session to discuss pending litigation.
