MIDLAND CITY COUNCIL
A regular meeting of the City Council was held on Monday, July 14, 2003. Mayor Black presided.

Presentation of Michigan Department of American Legion Media Award to MCTV.
Approved and authorized execution of Cable Franchise Renewal Agreement with Charter Communications.
Approved two-year time extension for completion of sidewalk in Jilmar Estates Subdivision No. 1 and No. 2.
Approved purchase agreement for a parcel of land to be used for the installation of a new water main between James Savage Road and the former railroad property from Thomas J. and Alayne R. McCann.
Made the following Traffic Control Order permanent:
S-03-06 Ellsworth Street shall stop for Third Street and Third Street stop for Ellsworth Street, thus making a three-way stop.
Approved request from Pizza Sam’s to transfer ownership and location of a Class C Liquor License with Dance Permit to 102 W. Main Street from 1082 W. Saginaw Road, Sanford, MI, Jerome Township.
Approved request from Darlene Faylor to sell ice cream in public rights of way.
Designated R. Drummond Black as voting delegate and Marty A. Wazbinski as alternate for the Michigan Municipal League Annual Business Meeting on September 17, 2003.
Authorized issuance of purchase order to Turfgrass, Inc. of South Lyon, Michigan for chemicals for the Currie Municipal Golf Course, in the amount of $46,547.26.
Waived competitive bids and authorized issuance of purchase order to Great Lakes Service Center of Franklin, Michigan for a residential refuse truck, in the amount of $211,750.
Extended contract and authorized issuance of purchase order to Brodart Co. for book ordering and processing service for the Grace A. Dow Memorial Library, in an amount not to exceed $325,000.
Authorized issuance of purchase order to Magazine Subscription Service Agency for periodical subscriptions services for the Grace A. Dow Memorial Library, in an amount not to exceed $30,000.
Authorized additional expenditure of $2,500 to McKenna Associates, Inc. for professional services associated with updating the existing zoning and subdivision ordinances, increasing total project cost to $67,500.
Authorized issuance of purchase order to R.C. Engineering, Inc. of Saginaw, Michigan for Broadhead Estates Subdivision Construction Inspection Services, in the amount of $27,960.
Authorized issuance of purchase order to the Arnold Center of Midland, Michigan for janitorial services at the Water Treatment Plant, in an amount not to exceed $23,328 annually.
Waived competitive bids and authorized issuance of purchase order to Fishbeck, Thompson, Carr & Huber of Grand Rapids, Michigan for consulting engineering services for water system improvements for Phase I of the Northeast Pressure District, in the amount of $84,700.
Authorized issuance of purchase order to Insituform Technologies USA, Inc. of Owosso, Michigan for State Street sewer line repair, in the amount of $25,160.
Set a public hearing for August 25, 2003, at 7:00 p.m. for the purpose of considering the designation of a Brownfield Redevelopment Zone.
Set a public hearing for August 25, 2003, at 7:00 p.m. for the purpose of considering the approval of a Brownfield Redevelopment Plan.
Received the Midland Civic Arena Report and set a public hearing for August 11, 2003, at 7:00 p.m. to receive comments on said report.
Adjourned to a closed session to discuss pending litigation.
