OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, August 25, 2003.  Mayor Black presided.

 

Council members present:

Drummond Black, Mary Currie, Hollis McKeag

Council members absent:

Daryl Griggs (excused), Marty Wazbinski (excused)

 

Recognized the 2003 Midland Northeast Little League Baseball Team for an outstanding year of baseball.

 

Proclaimed September 7-13, 2003 as National Assisted Living Week in Midland.

 

Held a public hearing and designated boundaries of the Brownfield Redevelopment Zone in accordance with the provisions of Act 381 of the Public Acts of the State of Michigan 1996, as amended.

 

Held a public hearing and approved the Dow Agrosciences, LLC Brownfield Redevelopment Plan.

 

Held a public hearing and approved an industrial facilities exemption certificate application for Dow Agrosciences, LLC.

 

Held a public hearing of necessity on the 2003 Cub Street Improvement Special Assessment District and postponed action on issue until September 8, 2003.

 

Held a public hearing of necessity on the 2003 Dublin Sanitary Sewer Improvement Special Assessment District and postponed action on issue until September 8, 2003.

 

Held a public hearing of necessity on the 2003 Isabella Sanitary Sewer Improvement Special Assessment District and approved the same.

 

Accepted the special assessment roll for the 2003 Isabella Sanitary Sewer Improvement Special Assessment District and set a public hearing on said roll at 7:00 p.m. on September 8, 2003.

 

Held a public hearing and approved the amendment to the 2003-04 Financial Working Plans of the Data Processing Operations Fund.

 

Authorized the execution of an agreement for professional services with Geographic Technologies Group, Inc. of Goldsboro, North Carolina, for a Geographic Information System (GSI) Development Plan.

 

Held a public hearing and approved a budget amendment to the Cable Communications Fund.

 

Postponed action on request for extension of time for completion of sidewalk in Scenic Estates Subdivision No. 4 until the September 8, 2003 Council meeting.

 

Approved extension of time for completion of sidewalk in Scenic Estates Subdivision No. 6 until December 18, 2004.

 

Approved annexation of Northern Market, property located at 1501 North Saginaw Road, from Homer Township through the joint resolution process.

 

Approved annexation of property located west of Perrine Road, north of Airport Road, from Larkin Township through the joint resolution process.

 

Authorized execution of Second Amendment to Water Service Agreement between the City of Midland and Homer Township and Third Amendment to Water Service Agreement between the City of Midland and Midland Township.

 

Authorized the Library Director to apply for membership in the Mideastern Michigan Library Cooperative effective October 1, 2003.

 

Appointed Paula Speese as officer delegate and Robert Fisher as the alternate officer delegate to represent the City of Midland at the annual meeting of the Municipal Employees Retirement System.

 

Authorized issuance of purchase order to XFER Communications, Inc. of Canton, Michigan, for voicemail hardware, software and installation services, in the amount of $27,697.01.

 

Authorized execution of contract with Snowden Inc. of Escanaba, Michigan, for the “2003 Poseyville Road Reconstruction; Contract No. 5”, in the amount of $265,564.50.

 

Authorized issuance of purchase order to Bierlein Companies of Midland, Michigan, for Landfill Concrete Crushing, in the amount of $19, 920.

 

Authorized issuance of purchase order to Sugar Construction, Inc. of Midland, Michigan, for construction of the Northeast Pressure District Pump Station, in the amount of $1,129,100.

 

Set a public hearing for September 29, 2003, at 7:00 p.m. on Zoning Petition No. 501 – rezoning property west of Stark Road on the north side of east Saginaw Road at 1367 and 1419 East Saginaw Road from Township Zoning to Office Service-2.
