OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, October 27, 2003. Mayor Black presided with all Council members present.

Proclaimed October 27 – November 3, 2003 as “Trick-or-Treat for UNICEF” Week in Midland.

Held first reading of an amendment to the City of Midland Sanitary Landfill Rate Ordinance.

Approved Site Plan No. 232 for Midland Baptist Church Parking Lot.

Authorized City staff to proceed with the design and implementation of a new terminal building at Jack Barstow Airport using donated funds.

Supported the pursuit of a Michigan Department of Treasury personal property audit grant and authorized the execution of any resulting grant agreements with the Michigan Department of Treasury.

Approved City of Midland Automated Clearing House and Electronic Transaction Policy.

Appointed City Treasurer as the Electronic Transaction Officer for the City of Midland.

Made the following Traffic Control Orders permanent:

D-03-04 Established that traffic signal control at the intersections of Waldo Avenue at Wheeler Street, East Ashman Street, East Patrick Street, James Savage Road, and Bay City Road shall operate in “color” mode from 6:00 a.m. to 10:00 p.m. daily, 7 days per week.

R-03-06 Established that the speed limit on Sturgeon Avenue be reduced to 25 m.p.h. for 385’ north of Valorie Lane and 485’ south of Valorie Lane on school days at the following times:

1. 7:45 a.m. to 8:45 a.m.

2. 11:45 a.m. to 12:35 p.m.

3. 3:30 p.m. to 4:30 p.m.

S-03-09 Established that the “No Turn on Red” control on southbound Swede Avenue at Eastlawn Drive be Monday through Friday between 7:00 a.m. to 9:00 a.m. and 2:00 p.m. to 4:00 p.m.

Extended the “Three Free” fee waiver for yard waste collection through the leaf collection program.

Accepted offer to build a spraypark at Longview School from the Rollin M. Gerstacker Foundation and authorized the execution of a school/park partnership agreement as drafted by the City Attorney.

Accepted gift from the Midland Area Community Foundation to improve the dock facility near the Tridge.

Approved the First Amendment to Filtered Water Service Agreement between the City of Midland, the County of Midland, and Water District No. 1 of Midland County and authorized execution of said amendment.

Approved the sale of 5,587 shares of Dow Chemical Company common stock received as a gift from the Herbert H. and Grace A. Dow Foundation.

Approved policy setting procedures for sale of securities received by the City of Midland as a gift.

Approved request to set off fireworks each evening during the Tri-City Winter Lights display beginning November 25, 2003 through December 31, 2003.

Approved request from the Vintage Chevrolet Club of America to park vehicles on City property adjacent to Ashman Court Hotel property on Friday, July 23, 2004.

Authorized execution of an agreement between the City of Midland and the Arnold Center, Inc. for the Coffee Bar to be located at the Grace A. Dow Memorial Library.

Authorized issuance of purchase order for voice and data cable installation from Yeo & Yeo Computer Consulting of Saginaw, Michigan in the amount of $27,637.

Waived bidding procedure and authorized a contract with Bishop Energy Services to supply all City facilities with natural gas at $5.43 per thousand cubic feet.

Received and filed an appeal on a denial of information requested under the Freedom of Information Act, referred appeal to City Attorney for comment and authorized City Attorney to send notice of 10 day extension.
