OFFICIAL SYNOPSIS

MIDLAND CITY COUNCIL

 

A regular meeting of the City Council was held on Monday, November 10, 2003. 

 

Council members present:

R. Drummond Black, Bruce Johnson, Hollis McKeag, James Myers, Joseph Rokosz

Council members absent:

None

 

Selected R. Drummond Black as Mayor for the newly elected City Council.

 

Selected Bruce A. Johnson as Mayor Pro Tem for the newly elected City Council.

 

Adopted Robert’s Rules of Order Newly Revised edition to govern the proceedings of the Midland City Council for the 2003-2005 term.

 

Adopted rules in recognition of the provisions of the Open Meetings Act.

 

Adopted rules in recognition of the provisions of the Freedom of Information Act.

 

Appointed Council Member Myers to the Midland Area Emergency Medical Board.

 

Appointed Council Member McKeag to the MBS International Airport Commission.

 

Appointed Council Member Johnson as the City of Midland’s Legislative Director.

 

Readopted all policies adopted by resolution that were in effect as of the November 4, 2003 City Council Election.

 

Held a second reading and approved an amendment to Section 21-34 of Article I of Chapter 21 amending the City of Midland Sanitary Landfill Disposal Fees Ordinance.

 

Approved purchase agreement for the sale of a house at 3316 West Wackerly Street.

 

Authorized execution of First Amendment to Driveway and Parking Lot Agreement between the City of Midland and the First United Methodist Church. 

 

Authorized execution of an Easement Agreement from the Economic Development Corporation of Midland County to the City of Midland. (Yeas:  McKeag, Myers, Johnson, Rokosz   Nays:  None   Abstained:   Black)

 

Accepted the Cable Access Advisory Commission Annual Report for 2002-2003.

 

Set a public hearing for November 24, 2003, at 7:00 p.m. on a proposal to amend the 2003-2004 General Fund Public Works Sidewalk Maintenance budget.
