MIDLAND CITY COUNCIL

A regular meeting of the City Council was held on Monday, December 15, 2003. Mayor Black presided with all Councilmen present.

Postponed address changes until March 1, 2004, for Wingate Village.

Received and filed staff report on the withdrawal of the Altman Management Company request for a PILOT program for Charter Square and Green Hill Apartments.

Approved purchase agreement for Hangar 9B at Barstow Airport and authorized execution of a land lease for the property.

Tabled request from the Roll Arena, Inc. to transfer ownership and location of a Class C Liquor licensed business, located in escrow at 5480 W. Isabella Road, Mt. Pleasant, MI until such time a representative from the Roll Arena will be available to attend the Council meeting.

Authorized extension of health care benefits and compensation for federalized employees effective December 2003.

Accepted Warranty Deed for street right of way for Elisenal Drive, a new street on the west side of the Home Depot site.

Authorized staff to advertise for applicants to fill a vacancy on the Saginaw-Midland Municipal Water Supply Corporation Board and appointed Noel Bush as the City’s representative until the position is filled.

Received and filed the 2003 Annual Financial Statements and Auditor’s Report for the Saginaw-Midland Municipal Water Supply Corporation.

Authorized issuance of purchase order to Reid, Cool & Michalski, Inc. for annual traffic consulting services.

Authorized issuance of purchase order to Bell Equipment of Lake Orion, Michigan for the purchase of a truck-mounted street sweeper, in the net amount of $151,800.

Set a public hearing for January 12, 2004, at 7:00 p.m. on a proposed amendment to the 2003-04 Equipment Revolving Fund Budget.

Set a joint meeting with the Parks and Recreation Commission for Monday, January 12, 2004, at 6:00 p.m. to discuss the recreation fee philosophy.

Set a special meeting for Saturday, January 17, 2004, at 8:00 a.m. for City Council goal setting purposes.

Set special closed meeting for Tuesday, January 6, 2004, at 4:00 p.m. to conduct job performance review of City Manager.

Set special closed meeting for Tuesday, January 6, 2004, at 6:00 p.m. to conduct job performance review of City Attorney.
